A) Award a planning and design services contract to Environmental Science Associates for the Mark West Creek and Wetland Restoration Planning project for a not-to-exceed amount of $748,028 with a term ending December 11, 2026.
B) Authorize the Director of Regional Parks to execute the contract and any future related task orders as long as the total does not exceed 10% of the contract cost or $74,802.
C) Adopt a Resolution authorizing a budget adjustment to the FY 2023-24 Regional Parks budget increasing the revenue and expenditure appropriations in the amount of $163,000. (4/5th Vote) (First and Fourth Districts)

Executive Summary:
The Mark West Creek Restoration Planning Project will create designs for restoration projects that, if approved and completed, would benefit the health and function of the Mark West Creek watershed through improved water quality, enhanced streamflow, improved fish passage, and enhanced habitat for salmonids, including endangered coho salmon.
The Department is requesting that the Board authorize the Director of Regional Parks to execute the contract with Environmental Science Associates to provide planning and design services for the project.
Discussion:
Mark West Creek has been identified by the National Oceanic and Atmospheric Administration and the California Department of Fish and Wildlife as critical to the recovery of Central California Coast coho salmon. The Mark West Creek Restoration Planning Project will accelerate recovery by advancing designs for over 12-acres of wetland and creek restoration projects within Mark West Creek Regional Park and Open Space Preserve.
Regional Parks’ assessment of riparian areas on the property identified over twenty locations to enhance salmonid habitat, fish passage, and stream flow in the park. This project will develop implementation-ready restoration, fish passage, and/or stormwater management projects to protect, restore, and enhance habitat for coho salmon in the Mark West Creek watershed.
A grant application for this project of $1,063,000 to the Wildlife Conservation Board was approved by the Sonoma County Board of Supervisors on July 11, 2023, selected by the Wildlife Conservation Board on August 24, 2023, and executed on September 12, 2023.
The proposed contract project work includes the following tasks: Technical Advisory Committee coordination, pre-design studies and hydrologic modeling, design and engineering, resource surveys, permit applications, CEQA compliance, and construction document development.
The County of Sonoma issued a Request for Proposals for restoration planning, design, engineering, and permitting services on the County Purchasing portal on October 16, 2023. A mandatory pre-bid conference was held on October 23, 2023, to show and explain the project to interested firms, with 6 organizations represented in attendance. On November 3, 2023, the Purchasing Division received three electronic proposals on the County Purchasing portal from the following firms: Environmental Science Associates, Integral Consulting Inc., and FlowWest.
The proposals were reviewed and scored by a review panel at Regional Parks. Environmental Science Associates was unanimously rated highest and selected based on the qualifications of technical personnel in engineering, ecology, biology, hydrology, and permitting, experience with similar projects, clarity of work plan, logical approach, quality of project management, and lowest cost.

Narrative Explanation of Fiscal Impacts:
Additional revenue and expenditure appropriations are requested in the FY 2023/24 Budget by $163,000 for activities related to the contractor services. The balance of funds for this contract will be budgeted in future fiscal years.
