The addendum addresses payment for video streaming of SVCAC meetings with costs shared between the County and the City of Sonoma. (First District)

Executive Summary:

The County of Sonoma and the City of Sonoma first established the Sonoma Valley Citizens Advisory Commission in 1993 pursuant to Government Code section 65101 as a joint advisory agency to provide a regular forum for community participation in the formation of public policy, to consider local planning issues concerning the Sonoma Valley, to evaluate solutions to these issues, to advise elected officials and other decision makers, and to form a bridge for communication between the various governmental agencies and the general public.   Most recently the Commission was extended for five additional years.  This extension expires December 31, 2028. 

 

Meetings of the SVCAC are held in the City Council Chambers at 177 First Street West, Sonoma, and the City contracts with a third-party vendor to video stream meetings held in the City Council Chambers, except for SVCAC meetings. The City and County desire to use the vendor’s streaming services for these meetings. The City has agreed to amend their contract with the vendor to include SVCAC meetings, and the City and County have agreed to pay an equal portion of the amount charged by the vendor. The County’s payment will be funded through the First District Tourism Impact Funds (TIF Funds).

 

Discussion:

The County and City of Sonoma (City) share responsibility for local planning in the Sonoma Valley.  The County and City continue to be faced with the potential for unprecedented population growth and development extending into the future.   The Sonoma Valley, in particular, with its beautiful landscape, historic buildings, and growing industries producing wine, dairy, and other agricultural products, is an attractive location for development.  Well planned communities are beneficial to the public interest and are promoted when the County and City coordinate their local planning activities.  The existing Joint Powers Agreement (JPA) between the City of Sonoma and the County has facilitated community input and enhanced communication in a way that benefits local planning for the area.  The most recent JPA continuation was passed by the Board of Supervisors December 5, 2023 extending the JPA through December 31, 2028.

 

By mutual agreement, the County and the City propose this Addendum to the JPA which will formalize the relationship between the City, County, and third-party vendor (Vendor) to video stream meetings of the SVCAC which take place in the City Council Chambers (177 First Street West, Sonoma). The City contracts with Vendor for most City meetings taking place in the City Council Chambers. The City and County desire to utilize the services of Vendor to also stream the SVCAC meetings. The City agrees to amend their contract with Vendor to include SVCAC meetings. If approved, this addendum authorizes the County to pay 50% of the cost per meeting of these streaming services, with the City issuing payment to Vendor for the full amount and sending monthly statements to the County for reimbursement of 50% of the amount paid. Payment of these statements will be funded by the First District Tourism Impact Funds. An award to cover this payment for FY 24/25 was approved by the Board of Supervisors on October 8, 2024.
