Executive Summary:
The Human Services Department (HSD) Adult and Aging Division is requesting that the Board adopt a resolution to authorize the Director of HSD to sign a contract to accept funding from the State of California Department of Aging (CDA) to fund the Supplemental Nutrition Assistance Program-Education CalFresh Expansion for older adults beginning on October 1, 2022 and continuing until September 30, 2025. Funding will enhance healthy lifestyles through increased physical activity and nutritional education with a focus on the aging population.
Discussion:
The Supplemental Nutrition Assistance Program-Education (SNAP-Ed), now referred to as CalFresh Healthy Living in California, is the nutrition education and obesity prevention component of SNAP. The overarching goal of the SNAP-Ed CalFresh Healthy Living program is to promote healthy living through increased physical activity and nutritional education. The CDA is the recipient of the CalFresh funding from the United States Department of Agriculture, and is a pass-through for contracting with statewide Area Agencies on Aging for implementing local evidence-based interventions.
CalFresh funding is based on the federal fiscal year (FFY) funding cycle and allocated based on the state fiscal year cycle, resulting in $274,460 in funding for FFY 2022-23 (October 1, 2022 through September 30, 2023), $274,460 in funding for FFY 2023-24 (October 1, 2023 through September 30, 2024), and $274,460 in funding for FFY 2024-25 (October 1, 2024 through September 30, 2025). The CalFresh funding will be used to provide fall prevention programs including A Matter of Balance and to deliver nutrition education that includes Food Smarts for Adults.
A Matter of Balance is a nationally recognized evidence-based program designed to help older adults age 60 and older avoid falls and increase activity levels. The program is delivered by trained coaches who receive ongoing mentorship and periodic continuing education from the county’s team of Master Trainers. Sessions support older adults in learning how to identify fall risks by addressing issues regarding medications; providing problem-solving strategies to address behaviors and habits that contribute to falls; incorporating simple exercises to promote strength, flexibility and balance; and advising older adults on how to access community resources for added support. Efforts in our expanded scope of work now include building community capacity through partnerships with community health centers, senior centers and other community-based organizations to deliver fall prevention programs with a special focus on engaging Native American and immigrant (i.e., Latinx/Spanish-speaking) populations.
Food Smarts for Adults is an evidence-based direct education intervention designed to support healthy behavior change in the areas of healthy eating, food safety, cooking, and food resource management. The learner-centered, multi-session nutrition and cooking program has several flexible lesson plans to fit the needs of older adults participating in a variety of settings.

Narrative Explanation of Fiscal Impacts:
The total amount budgeted in FY 2022-2023 for CalFresh is $97,885. HSD requests approval to increase FY 2022-23 appropriations by $107,960 due to unanticipated revenues.
The State of CDA issued Standard Agreement SP-2223-27 awarding SNAP-Ed funding of $823,380 for the period 10/1/2022 through 09/30/2025 to be divided into allotments: the first allotment of $205,845 will be received by the County in FY 2022-23, the second allotment of $274,460 will be received in FY 2023-24, the third allotment of $274,460 will be received in FY 2024-25, and the fourth allotment of $68,615 will be received in FY 2025-26.
Program expenses are fully covered by funds from CDA. There is no match required from County General Fund.
