Executive Summary:

This item requests rejection of all bids for the Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells Project.

 

Discussion:

On April 25, 2017, the Sonoma County Board of Supervisors and Sonoma County Water Agency Board of Directors authorized joint powers agreements for the formation of three Groundwater Sustainability Agencies: Sonoma Valley, Santa Rosa Plain, and Petaluma Valley Groundwater Sustainability Agencies (GSAs). The GSAs are tasked with assessing the conditions in their basins and adopting locally based Groundwater Sustainability Plans (GSPs) by January 31, 2022. A major component of each GSP is the establishment of monitoring networks, identification of monitoring network data gaps, and planning for how to address these data gaps during GSP implementation.  Each of the three GSAs received a $1 million grant from California’s Department of Water Resources (DWR) through the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Proposition 68 Grant). One of the grant components is the planning, design and installation of up to four multi-level groundwater monitoring wells drilled to up to 500 feet deep in areas identified as data gaps. 

 

The Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells Project (Project) consists of construction of nine nested groundwater monitoring wells (and up to three additional wells) located in the cities of Petaluma, Cotati, and Santa Rosa; the Town of Windsor; and unincorporated Sonoma County.  The work includes, but is not limited to, the drilling, construction, and development of nested groundwater monitoring wells, each with two to three depth-specific screened intervals.    Bidding Documents contained the full description of the Work.  The Sonoma County Water Agency (Sonoma Water) contracted with the GSAs to administer the Project on their behalf.

Bids for construction of said Project were received on 09/21/2021 as follows:

 

Nor-Cal Pump & Well Drilling, Inc., Yuba City, CA - $2,094,419.00

 

The Engineer’s Estimate was $1,353,925.00

 

The one and only bid from Nor-Cal Pump & Well Drilling, Inc. exceeded the Engineer’s Estimate by $740,494.

 

The bid amount exceeds the budgeted funds for the Project at this time.  Sonoma Water staff plan to modify the scope of work and re-bid the Project in the 4th Quarter of 2021. A recommended award action is anticipated to be brought to the Board in the first quarter of 2022.

 

Document 00200 - provides that “Owner also reserves the right, in its discretion, to reject any or all Bids and to re-bid the Project.” Sonoma Water staff believes that by modifying the scope of work and re-bidding the Project, one or more bids will be received within the amount of funding provided by the Prop 68 Grants. For these reasons, Sonoma Water staff recommend rejecting the bid that was received.

 

Sonoma Water recommends the Board take the following actions: Reject all bids received for the Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells Project.
