B)                     Adopt a Budget Resolution authorizing additional Fiscal Year 2024-25 budget appropriations in the amount of $38,000 for grant program revenue and expenditures.

Executive Summary:

The Memorandum of Understanding (MOU) between the Sonoma County Department of Emergency Management (DEM) and the City and County of San Francisco authorizes funding to be awarded to Sonoma County for the Urban Areas Security Initiative (UASI) Fiscal Year 2024.  Utilizing federal homeland security grant funds, Bay Area UASI is a regional program for the prevention, protection against, response to, and recovery from terrorist incidents and catastrophic events. The City and County of San Francisco serves as the UASI program fiscal agent, with the County of Sonoma as a grant sub-recipient.  The UASI program has awarded a total of $38,000 to the County of Sonoma for the replacement/upgrade of one of three Communications Service Monitors used for performance testing and troubleshooting of public-safety communication systems.

 

The Board has approved all prior initiative funding beginning in FY2006-07. Since the inception of the Memorandum, Sonoma County has received almost $6 million in grant funds and property transfers from the Program.

 

Discussion:

The United States Department of Homeland Security administers a Homeland Security Grant Program, which includes the UASI Program (Program). The Program addresses the unique planning, equipment, training, and exercise needs of high-threat, high-density urban areas and assists those areas in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from threats, acts of terrorism, and natural disasters such as earthquakes and wildfires.  The City and County of San Francisco acts as the fiduciary agent for federal funds distributed for approved projects. Sonoma County DEM is a sub-recipient for project reimbursement-based funds outlined in the parameters and deliverables of the Memorandum.

 

UASI has awarded a total of $38,000 to the County of Sonoma to support Critical Public-Safety Communication System Replacement. The service monitors will serve all North Hub County jurisdictions. The service monitors are required for the State mandated P25 Encryption radios, which provide inoperability between all surrounding jurisdictions and agencies. The performance period for the UASI Fiscal Year 2024 award runs November 1, 2024, through December 31, 2025.

 

This item also requests authorization for the Director of Emergency Management to execute any future subsequent modifications or extensions to this Memorandum of Understanding with the City and County of San Francisco to accept Urban Area Security Initiative grant funds for Program Year 2024 in an amount not-to-exceed $106,463, which is 20 percent (20%) of the North Hub total award of $532,317 through December 31, 2025, should additional funds become available during the performance period. Award allocations to the five participating North Hub agencies occasionally go unspent for various reasons during the annual performance period. The balance of these unspent funds can then be redistributed amongst North Hub partners in an amount not to exceed one-fifth each of the total North Hub allocation.

 

Public Safety Communication System Replacement

 

The project is for the replacement/upgrade of one of three Communications Service Monitors used for performance testing and troubleshooting of public-safety communication systems. The remaining two monitors will be requested in the Fiscal Year 2025 application. Accurate verification of radio operation is required during both initial radio installation and as part of an ongoing maintenance life cycle to meet federal requirements.

 

Advanced testing capabilities will allow the Sheriff's Office Telecommunications Bureau to take advantage of new radio technologies throughout Sonoma County. The equipment testing performed by the monitors will help protect all critical radio infrastructure throughout Sonoma County to remain operable in the event of a terrorist attack, critical incident or disaster. New Communications Service Monitors are required in the maintenance and repair of mobile, portable radios, and the supporting systems infrastructure. Having these service monitors will ensure to protect all critical radio infrastructure throughout Sonoma County and will remain operable in the event of a terrorist attack, a critical incident or disaster.

Narrative Explanation of Fiscal Impacts:

The grant award will be budgeted for in the current fiscal year 2024-25 with the attached Budget Resolution. Any remaining unspent funds at the end of the fiscal year will be rebudgeted in fiscal year 2025-26 to be expended by the term of the performance period December 31, 2025. Any unspent funds will be returned to the fiscal agent.
