B) Adopt a resolution authorizing budgetary adjustments to the fiscal year 2022-2023 adopted budget to increase program funding available to support disaster recovery and emergency preparedness programs within the Department of Health Services Environmental Health Section in the amount of $5,000. Executive Summary:
The National Environmental Health Association (NEHA) is providing funding to counties to help strengthen their environmental health capacity to recover from Federal Emergency Management Agency-declared disasters that occurred in 2018-2019. Funding being provided to the Sonoma County Department of Health Services (hereinafter, “DHS” or “the Department”) is associated with the Kincade Fire, which occurred in Sonoma County in 2019. This funding is a pass-through allocation from the federal Centers for Disease Control and Prevention to address disaster response on the state, tribal, local, and territorial levels.
Revenue from the proposed agreement with NEHA will fund the following: 1) emergency preparedness equipment for staff go-kits to respond to environmental health disasters in the amount of $4,128 and 2) staff salaries associated with coordination and reporting activities in the amount of $872.
This item also recommends approval of a budget resolution to increase fiscal year 2022-2023 appropriations associated with the NEHA agreement in the amount of $5,000.
Discussion:
Since October 2017 Sonoma County has been affected by disasters with concurrent disasters occurring in 2020. In addition, many other counties have experienced expansive disasters, creating a need for environmental health mutual aid during the emergency and recovery process. With each disaster, DHS environmental health staff have a role in the immediate emergency response to ensure the health and safety of County residents. This role extends further with the disaster debris removal process and recovery, which can extend many years following a disaster.
The Department applied for supplemental funding from NEHA to offset the cost of disaster response go-kits for the environmental health disaster response team. An award of $5,000 is being provided to Sonoma County through the proposed agreement with NEHA.
This item also recommends approval of a budget resolution to increase fiscal year 2022-2023 appropriations associated with the NEHA agreement in the amount of $5,000.
About the National Environmental Health Association (NEHA) - NEHA supports the advancement of environmental health professionals for the purpose of providing a healthful environment for all. NEHA maintains a testing and credentialing program for environmental health professionals, and provides training and resources associated with environmental health for continuing education. The association’s mission is "to build, sustain, and empower an effective environmental health workforce." NEHA was first incorporated in 1937 with the belief that a standard was necessary if the environmental health field was to grow and take shape as a legitimate and widely respected profession.
