A) Authorize Sonoma County Water Agency’s General Manager to execute an agreement with Coastland Civil Engineering, Inc., in a form approved by County Counsel, for engineering review of development plans for flood and drainage through October 31, 2025, in the not-to-exceed amount of $300,000.
B) Adopt a Resolution authorizing adjustments to the Board Adopted Budget for Fiscal Year 2022-2023 for the Sonoma Water General Fund in the amount of $100,000 for engineering review of development plans for flood and drainage.

Executive Summary:
Coastland Civil Engineering, Inc. (Consultant) will review developers’ improvement plans, calculations, and transmittal letter submissions for drainage and flood control design and compliance with the Sonoma County Water Agency Flood Management Design Manual (Design Manual). If submitted plans comply with the Design Manual, Consultant will prepare a conformance letter for Sonoma County Water Agency (Sonoma Water) to issue to the developer’s design engineer. Conversely, if the developer’s engineer is required to make changes to comply with the Design Manual, Consultant will prepare a recommendation letter for Sonoma Water to use in providing guidance to the developer’s design engineer for achieving compliance. In addition, staff requests budget adjustment to program both the review costs and the associated plan review fees developers are charged to reimburse the Sonoma Water.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water provides drainage review services, by agreement, to the cities of Santa Rosa, Rohnert Park, Cotati, Sonoma, Petaluma, Cloverdale, and the Town of Windsor. Sonoma Water’s responsibilities for drainage review services are limited in scope to reviewing plans for compliance with the Design Manual and drainage master plans.
As in the past, review services are needed to provide timely review to support the large number of commercial and residential development projects being submitted to Sonoma Water and avoid the delays of a backlog.
Development plan review costs are reimbursed through fees paid by the developer to Sonoma Water; therefore, costs under this agreement will not affect Sonoma Water’s General Fund.
SELECTION PROCESS
Consultant was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memorandum that explains the competitive selection process.
Consultant was selected for the subject work because Consultant is familiar with the Design Manual and has provided quality work for Sonoma Water. In addition, Consultant does not design private developments in Sonoma County; therefore, there is no conflict of interest in providing services for Sonoma Water.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will:
1. Review improvement plans, calculations, and transmittal letters for compliance with the Design Manual.
2. If plans comply with the Design Manual, Consultant will prepare a conformance letter.
3. If the developer’s engineer is required to make changes to comply with the Design Manual, Consultant will prepare a recommendation letter listing changes required to achieve compliance.
The cost of services will not exceed $300,000; the term end date is October 31, 2025.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

Reviewing development plans for adequacy of flood and drainage design for Santa Rosa, Rohnert Park, Cotati, Sonoma, Petaluma, Cloverdale, and the Town of Windsor allows for construction that addresses climate change impacts and enhances flood protection for future infrastructure.

Narrative Explanation of Fiscal Impacts:
Additional FY 2022/2023 appropriations in the amount of $100,000 from the Sonoma Water General Fund are requested to program both the additional review costs and the associated fees paid by the developer to Sonoma Water; therefore, costs under this agreement will not affect Sonoma Water’s General Fund. A budgetary resolution has been submitted with this item.
FY 2023/2024 and FY 2024/2025 appropriations will be budgeted in those fiscal years.
