Executive Summary:
This item seeks the Board’s authorization to use $69,078 of the District 4 Infrastructure Fund for security improvements to the 425 Asti Road, Cloverdale, Emergency Resilience Site operated by the Department of Emergency Management. These improvements include repairing and replacing old and damaged perimeter fencing at Asti Road and installation of security camera systems for remote monitoring of the site. This item seeks adoption of a Resolution authorizing the transfer of funding to the Department of Emergency Management in the Fiscal Year 2025-26 budget to complete these repairs and improvements. The funds will provide a public benefit for the community as allowed by Government Code section 26227.
Discussion:
The Emergency Resilience Site operated by the Department of Emergency Management, located at 425 Asti Road, houses emergency supplies and equipment necessary to respond to disasters that impact the County. The on-site warehouse and fenced-in open space store a large number of emergency cots, a portable shower trailer, a solar power trailer, two command unit trailers, a mobile radio repeater unit, and space for additional assets. This site has also been used in the past as a staging area for the American Red Cross as a regional mass care and shelter supply cache during the summer and winter months. The building is owned by the Sonoma-Marin Area Rail Transit (SMART) District and leased to the County. The property has previously been the victim of graffiti, vandalism, and trespassing due to the state of the current fence and lack of security measures in place. When the County leased the property, the terms and conditions from SMART were that the property would be delivered “as is”, and property improvements over $20,000 are to be approved by SMART.
SMART has authorized the Department to make repairs to the facility under the existing lease. The site requires repairs to broken and damaged fencing, sealing of multiple entrances and exits for improved access control, and installation of security cameras to allow for remote monitoring.
The proposed fencing project at Asti Road would utilize a majority of the existing fencing poles as the base for a new system of fencing, which will be extended from 6 feet to a 7-foot chain link fence topped with security wiring. There are currently five access gates into and out of the area (three pedestrian, two rolling gates), which will be reduced to one pedestrian gate and one rolling gate for more secure and controlled access to the resources at the site. The current rolling access gate is on a small grade, making it difficult to open and close as it slides off the track when rolling. A new quick-opening gate system will be installed, utilizing a different track setup and grooving system to address this issue.
The proposed security camera system will be installed to allow for offsite monitoring of the site and of assets that are staged in the yard at Asti Road. This infrastructure investment will create a more secure and controlled environment for the site and better protect County assets, emergency equipment and supplies.
Due to the remoteness of the Asti Road location, the site and surrounding area does not have infrastructure to support County connectivity (internet and phone). The department has requested and received a sole source waiver from the County Purchasing Agent for the security camera and monitoring solution from a supplier that utilizes a technology which allows the cameras to connect via cellular gateway for service.
The proposed fencing project will be completed through the County’s blanket purchase order for fencing services.
This item seeks the Board's authorization to program $69,078 of the District 4 Infrastructure Funds to support the upgrading of the security at the Resilience Sites and for the Department of Emergency Management to receive the funds and execute the work.
