Executive Summary:

On January 23, 2024, the Board of Supervisors approved the Ad Hoc assignments for calendar year 2024. The Board requested that staff provide quarterly updates on Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its charter, outcomes, and process. This item summarizes these activities. Expanded information is included as Attachment A.

Fire Services:  The ad hoc met on September 26, 2024, to discuss:

§                     Renegotiating revenue sharing agreements

§                     Rancho Adobe Fire District’s request for a Fire Development Fee program

§                     Implementation of Measure H

§                     Fire District consolidations

Staff received direction to proceed with revising revenue sharing agreements for Sonoma Valley Fire District and Sonoma County Fire District.

 

South Santa Rosa Annexation:  The ad hoc did not meet in the third quarter.  There are no meetings currently scheduled.

§                     Discussions are ongoing between County and City of Santa Rosa staff regarding the development of a South Santa Rosa Specific Plan.

 

Onsite Wastewater Treatment Systems (OWTS):  The ad hoc did not meet in the third quarter.  Future meetings are not anticipated as work for this ad hoc is complete.

§                     The Board of Supervisors approved the OWTS Manual and the Errata sheet, and authorized the submittal of the LAMP and OWTS Manual to the Regional Water Board which were submitted in September 2024.

 

Potter Valley:  The ad hoc did not meet in the third quarter.  There are no meetings currently scheduled and meetings will be scheduled on an as-needed basis.

 

Unincorporated Governance:  The ad hoc met several times in the third quarter. 

§                     July 17, 2024 discussion items:

o                     Recommended scope option for the District Formation Advisory Services work

o                     Enhanced Infrastructure Financing District (EIFD) activities

o                     Confirmation of goals and details for the upcoming all-MAC (municipal advisory council) convening

Direction to staff:

o                     Develop timeline and scope for District Formation Advisory Services work and initiate Request for information for consultant selection

o                     Bring a recommendation to the Board of Supervisors for a policy allocating District Formation Funds

o                     Host a virtual all-MAC meeting in early November 2024

o                     Bring a funding request to the Board of Supervisors for a longer, in-person, all-MAC meeting in January/February 2025

§                     August 21, 2024 discussion items:

o                     Preparation for the all-MAC meeting

o                     Confirmation that the all-MAC virtual meeting will be held on October 29, 2024

§                     September 25, 2024 discussion items:

o                     All-MAC meeting logistics

o                     Update on Enhanced Infrastructure Finance District (EIFD) activities

o                     Revisit ad hoc committee’s interest in bringing a policy to the Board on the allocation of District Formation Funds

o                     Preview the October 22, 2024, Unincorporated Governance Ad Hoc board item

Direction to staff:

o                     Confirmation of October 29, 2024, meeting agenda and input on meeting materials

o                     Include recommendation on October 22, 2024, Board item for staff to create a policy to allocate District Formation Funds

o                     Include a request for contingency funds in the October 22, 2024, Board item to fund an all-MAC in-person convening in early 2025.
