Executive Summary:
This item requests that the Board of Supervisors authorize use of $8,177 in FY 2021-22 General Fund Contingencies to fund Todd Creek survey work performed by the Department of Transportation and Public Works (TPW) for Permit Sonoma necessary to pursue a Letter of Map Revision with the Federal Emergency Management Agency.
Discussion:
Flood hazards are dynamic and change frequently for many reasons, including weather patterns, erosion and community development. The Federal Emergency Management Agency (FEMA) uses the most accurate flood hazard information available to develop Flood Insurance Rate Maps (FIRMs). A FIRM is an official map of a community on which FEMA has delineated the Special Flood Hazard Areas, the Base Flood Elevations and the risk premium zones applicable to the community.
If a property owner believes that his/her property was mapped incorrectly by FEMA, they have the opportunity to retain the services of a California-licensed civil engineer or land surveyor and produce technical data and undertake the necessary engineering analyses. This information is submitted to FEMA to request the issuance of a Letter of Map Revision that officially shows changes to floodplains, regulatory floodways, or flood elevations.
In 2020, FEMA updated portions of Sonoma County’s flood maps that included new maps identifying the current flood hazards along Todd Creek and its tributaries. The survey of the flood elevation levels of the Todd Creek Flood Control Channel performed by TPW will assist in determining whether a Letter of Map Revision should be pursued with the Federal Emergency Management Agency.
