Discussion:

Coastal Valleys Emergency Medical Services Agency - Inland Counties Emergency Medical Agency (ICEMA) - Revenue Agreement- $15,639 Annually

The Coastal Valleys Emergency Medical Services Agency (CVEMSA), an agency of Sonoma County, serves as the Local Emergency Medical Services Agency for Mendocino and Sonoma Counties. CVEMSA administers local emergency medical services oversight responsibilities and is the Cardiac Arrest Registry to Enhance Survival (CARES) State Coordinator, responsible for promoting and facilitating participation in the CARES program to improve the collection and quality of out-of-hospital cardiac arrest data.

On June 11, 2018, the Sonoma County Board of Supervisors authorized the Director of Health Services to execute agreements with California local emergency medical services agencies for the County of Sonoma to receive revenue for data collection and coordination services related to the Cardiac Arrest Registry to Enhance Survival data collection system.

The Inland Counties Emergency Medical Agency (ICEMA) plans, implements, and evaluates local emergency medical services for San Bernardino, Inyo, and Mono counties. This item seeks authorization for the County Executive Officer, or designee, to execute a coordination agreement between the CVEMSA and ICEMA, for CVEMSA to receive revenue for data collection and coordination services related to the CARES data collection system resulting in annual revenue of $15,639 for a term of effective date through June 30, 2030. ICEMA is requesting mutual indemnification with a comparative fault clause that identifies each party as a self-insured public entity, which requires approval from the Board. The agreement has been reviewed by Counsel and Counsel concurs with recommending the Board approve authorizing the County Executive Officer to enter and execute the agreement.
