A)                     Adopt the Resolutions of Local Support for the following proposed projects: Moorland-Bellevue Safe Routes to School Complete Streets Project, Donald Gap Pedestrian (Active Transportation) Improvements Project, and Sonoma Schellville Trail Project, and

B)                     Authorize the Director of Sonoma County Public Infrastructure and Director of Sonoma County Regional Parks to file funding applications with the Metropolitan Transportation Commission (MTC) for the same three proposed projects.

Executive Summary:

The Department of Public Infrastructure (SPI), in coordination with Sonoma County Regional Parks, requests Board adoption of three Resolutions of Local Support for the following proposed Active Transportation Plan projects: the Moorland-Bellevue Safe Routes to School Complete Streets Project, the Donald Gap Pedestrian Improvements Project, and the Sonoma Schellville Trail Project.

This item also requests authorization for the Directors of SPI and Regional Parks to submit applications to the Metropolitan Transportation Commission (MTC) for these projects and provide the required assurances for project delivery. Approval of the recommended actions will allow SPI and Regional Parks to submit the necessary applications, demonstrate local support, and advance these priority transportation projects to improve safety, accessibility, and connectivity for County residents.

 

Discussion:

Sonoma County Public Infrastructure (SPI) and Regional Parks are requesting Board adoption of resolutions for the following three proposed projects: Moorland-Bellevue Safe Routes to School Complete Streets Project, Donald Gap Pedestrian Improvements Project, and Sonoma Schellville Trail Project. This item also requests Board authorization for the Directors of SPI and Regional Parks to submit applications to the Metropolitan Transportation Commission (MTC) and provide the necessary assurances for project delivery. The three proposed projects are:

1.                     The Moorland-Bellevue project which will implement corridor-wide improvements in South Santa Rosa to enhance pedestrian and bicycle safety, including sidewalks, bicycle facilities, and safer crossings.

2.                     The Donald Gap project will close a gap in pedestrian and bicycle facilities along State Route 12 in Sonoma Valley, improving safety and connectivity for residents.

3.                     The Sonoma Schellville Trail project will develop a multi-use off-road pathway connecting key segments of the regional trail network and improving access for pedestrians and bicyclists.

All three proposed projects are designed to improve safety and connectivity for all roadway users and were reviewed and approved by the Sonoma County Bicycle and Pedestrian Advisory Committee at its February 18, 2026 meeting.  Adoption of the resolutions will enable the County to proceed with the application process and advance these priority transportation projects.

Goal: Goal 3: Continue to invest in critical road, bridge, bicycle, and pedestrian infrastructure.

Objective: Objective 3: Invest $5 million by 2024 on new pedestrian and bicycle facilities, and adopt maintenance guidelines on roads to consider bicyclists and pedestrians.

 

The recommended actions support continued investment in pedestrian and bicycle infrastructure by enabling the County to program and pursue federal, state, and regional funding for safety and connectivity improvements.

Narrative Explanation of Fiscal Impacts:

There is no direct fiscal impact associated with this Board item. Approval of the three resolutions will authorize the Directors of SPI and Regional Parks to submit funding applications to the Metropolitan Transportation Commission (MTC). If any applications are approved, the Departments will return to the Board for authorization of the corresponding funding agreements.
