Executive Summary:

Sonoma County Public Infrastructure Department (SPI) is requesting that the Board approve the Fifth Amendment to the Professional Services Agreement (“Agreement”) with design consultant Dewberry Engineers, Inc. (“Dewberry Engineers, Inc.”), for additional design services associated with the Wohler Road Bridge Seismic Retrofit Project (“Project”).  If approved, the Fifth Amendment would add various design services to the contract originally awarded on September 24, 2013.  The amendment will increase the contract amount by $145,164 for a total not-to-exceed value of $1,550,936.  The Board previously approved the Project and awarded the construction contract.  Construction of the Project commenced in Spring 2024 and is scheduled to be completed by the end of 2025.

 

Discussion:

The Big Wohler Road Bridge Retrofit Project (County Project Number C01136) is the largest and most complex bridge project ever undertaken by the County of Sonoma. The bridge is located in rural, western Sonoma County approximately 10 miles northwest of the city of Santa Rosa. The project will retrofit the existing historical but seismically deficient one-lane Wohler Road Bridge (Bridge Number 20C-0155), with a new lightweight concrete deck, seismic isolation bearings and joints, steel truss reinforcement and foundation reinforcement designed to meet current seismic design standards for bridges. The seismic retrofit will allow the bridge to meet current Caltrans, and American Association of State Highway and Transportation Officials Design Criteria and mitigate from collapse during an earthquake. Seismically upgrading this iconic structure requires extensive environmental, geotechnical, hydraulic, and hydrologic studies, utility coordination, architectural study, and planning.

Following a competitive Request for Proposals process, on September 24, 2013, the Board awarded and engineering and design services agreement with Drake Haglan and Associates, Inc. (now Dewberry Engineers, Inc.) for a not-to-exceed amount of $653,454 and a term ending December 31, 2016.  On May 24, 2016, the Board approved the First Amendment, increasing the not-to-exceed amount to $824,344 and extending the contract term to December 31, 2019.  The Board approved the Second Amendment for further seismic, design and engineering work on July 10, 2018, increasing the not-to-exceed amount to $969,877 and extending the term of the Agreement to December 31, 2021.  On August 24, 2021, the Board adopted a Mitigated Negative Declaration and Mitigation Monitoring Program and approved the Project.  On December 7, 2021, the Board approved the Third Amendment for a no-cost time extension, extending the term of the Agreement until December 31, 2025.  On February 6, 2024, the Board awarded a construction contract to Ghilotti Construction Company.  On April 30, 2024, the Board approved the Fourth Amendment for services during construction, increasing the not-to-exceed amount to $1,405,772 and extending the term of the Agreement to December 31, 2026.  

The proposed Fifth Amendment will fund work related to final plans, specifications, cost estimates and California Department of Transportation (Caltrans) compliance requirements. Caltrans has authorized 100% reimbursement for work performed under this Amendment and SPI staff is recommending for Board approval. If approved, the Fifth Amendment will increase the contract amount by $145,164 for a new, total not-to-exceed value of $1,550,936.  Construction support is included in the contract per a prior amendment.

Narrative Explanation of Fiscal Impacts:

Caltrans has approved 100% reimbursement of eligible expenditures associated with this Amendment and appropriations for all of the work remaining on Wohler Road Bridge over Russian River Seismic Retrofit project (C01136) are included in the Roads Capital (11051-34010103) budget.
