Executive Summary:

The 2025 Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure Transactions and Use Tax Ordinance Report, titled “Parks for All - Measure M Report to the Community 2025” was reviewed by and formally approved by the Measure M Oversight Committee on October 27, 2025. The Report and a Resolution of the findings and conclusions of the Committee are included within.

 

Discussion:

The Parks for All measure was passed in November 2018, authorizing a countywide one-eighth cent special use tax for the support of regional and local city parks.

 

The Board of Supervisors established a citizen’s oversight committee to provide transparency and ensure fiscal accountability of Parks for All Measure M funding and expenditures. The committee reviews the receipt and expenditures of the revenue from the transactions and use tax. An annual Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure Transactions and Use Tax Ordinance Report is prepared by Sonoma County Regional Parks Department. The Annual Report details the prior year's activities related to the retail transactions and use tax, including revenues generated by the transactions and use tax, expenditures (in summary form), funds carried over from previous fiscal years, and any remaining funds to be carried over for expenditure in subsequent fiscal years. The Annual Report is submitted to the Citizens Oversight Committee for review. The Committee submits their findings and conclusions to the County Board of Supervisors and City Councils.

 

The Parks for All - Measure M Report to the Community 2025 was reviewed and discussed by the Committee during the Oversight Committee Meeting on October 27, 2025. All commissioners present voted to approve the report.

June 13, 2018: The Board of Supervisors received a report on the potential parks ballot measure and directed staff to return in July 2018 to place the measure on the ballot.
