Executive Summary:
The County of Sonoma owns Cloverdale Regional Park located along the Russian River at the north end of the City of Cloverdale. The park is adjacent to the City of Cloverdale River Park, creating a continuous open space for public recreation. Since 2001, Regional Parks has contracted with the City of Cloverdale to provide routine landscaping and trail maintenance at Cloverdale River Park. The City of Cloverdale has been a committed partner, helping to achieve operational efficiencies and cost savings for Regional Parks. In July of 2022, Regional Parks entered into the JPA with the City of Cloverdale with the expiration date of June 30, 2025, in the amount of $237,304.62. To ensure the continuation of maintenance services, Regional Parks is seeking approval to amend the agreement and extend its term for an additional three (3) years, through June 30, 2028.
Discussion:
Cloverdale River Park is located approximately 21 miles north of Healdsburg Veterans Memorial Beach, which is the nearest Regional Parks facility. Since the park’s opening 2001, Regional Parks has partnered with the City of Cloverdale to perform daily maintenance and operational tasks, including seasonal mowing along trails, trash removal and minor repairs. This collaboration contributes to greater fiscal and operational efficiencies by leveraging the City’s proximity to the park, which reduces travel time, vehicle wear and tear, and the County’s overall carbon footprint. Cloverdale City staff coordinate closely with Regional Parks to ensure timely communication critical to operating the facility with limited County staff presence.
In 2009, at the City’s request, the agreement format was transitioned from a Professional Services Agreement to a Joint Powers Agreement (JPA). If approved, this amendment will represent the extension of the fourth JPA agreement and the sixth agreement overall with the City for maintenance services at Cloverdale River Park. The City Manager of Cloverdale requested and received City Council authorization to enter into this agreement. This item was approved at the April 9, 2024, Cloverdale City Council meeting by resolution number 017-2025.
Regional Parks requests that the Board authorize the Director of Regional Parks to execute Amendment 1 to the Joint Powers Agreement with the City of Cloverdale to extend the agreement term and ensure the continued maintenance and operation of Cloverdale River Park.

Narrative Explanation of Fiscal Impacts:
Regional Parks and the City of Cloverdale have agreed to a flat-rate invoice of $23,948.78 per quarter for the services outlined in the Scope of Work for the additional three-year term of the agreement that includes a fixed allocation of $10,000 for the emergency/unscheduled services, simplifying budgeting and accounting for both the County and the City. Year three FY27-28 expenditures and revenues will remain the same as year 1 and 2.
