Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting that the Board approve the Third Amendment to the design contract with Moffatt and Nichol for replacement of Boyes Boulevard Bridge over Sonoma Creek effective June 30, 2019, extending the term of the agreement to December 31, 2021 at no additional cost.

 

Discussion:

The existing two-lane bridge on Boyes Boulevard over Sonoma Creek (Bridge Number 20C0262) has been found to be functionally obsolete.  The Boyes Boulevard Bridge Replacement Project will include improvements to the roadway approaches and appurtenant facilities.  The new replacement bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event with freeboard as specified by the County of Sonoma.  The Boyes Boulevard Bridge Replacement project does not increase vehicular capacity but will provide a shoulder for bicycles and a 5-foot sidewalk for pedestrians.

The project is receiving Federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.

The Board approved the original design contract with Moffatt and Nichol on May 7, 2013.  The original contract was for an amount not to exceed $620,278 and extended through December 31, 2015.  On September 1, 2015, the Board approved the First Amendment to the contract, extending the term through June 30, 2019 at no additional cost.  On April 4, 2017, the Board approved the Second Amendment to the contract.  The Second Amendment expanded the scope of work to allow Moffatt and Nichol to provide design-related services during the construction phase, and increased the not-to-exceed amount of the contract to $877,730.

Commencement of construction of the project had been delayed due to many factors, including a lengthy negotiation with a neighboring homeowners’ association in 2018.

In order to allow for Moffatt and Nichol to provide design-related services during the construction phase of the contract, Department of Transportation and Public Works recommends that the Board approve the Third Amendment to the design contract to extend the term through December 31, 2021 at no additional cost.  If the Third Amendment is not approved by the Board, design-related issues that arise could result in delays during the construction phase of the project.

 

Prior Board Actions:

7/10/2018: Board approved agreement with Valley of the Moon Water District for water systems improvements. Valley of the Moon Water District agreed to fund $ 253,200 for said water system improvements.

4/4/2017: Board approved Second Amendment to agreement with Moffatt and Nichol for additional design services to design for Valley of the Moon Water District’s water system improvements and related design services during the construction phase.

9/1/2015: Board approved First Amendment to agreement with Moffatt and Nichol, extending the term of the agreement to June 2019 at no additional cost.

5/7/2013: Board approved agreement with Moffatt and Nichol for engineering design work for Boyes Bridge over Sonoma Creek.
