Executive Summary:
Sonoma County Public Infrastructure (SPI) requests that the Board approve and authorize the Chair of the Board to execute a Fourth Amendment to the design contract with Consor North America, Inc. (“Consor”) (formerly Quincy Engineering) for replacement of Freestone Flat Bridge. The proposed amendment will increase the contract amount by $83,433, resulting in a new not-to-exceed contract amount of $916,549 (including 10% contingency). In addition, if approved, the amendment would extend the term of the contract by four years from December 31, 2025, to December 31, 2029.
Discussion:
The Freestone Flat Bridge over Salmon Creek project (County Project Number C11004) will replace the existing structurally deficient one-lane Freestone Flat Road Bridge (Bridge Number 20C0440) with a new two-lane bridge designed to meet current design and seismic standards, including improvements to roadway approaches and appurtenance facilities. The project will improve vehicular safety by providing two traffic lanes with shoulders. Due to the low traffic volume on Freestone Flat Road, pedestrian, bicycles, and vehicles will share the travel lanes and shoulders.
A preliminary engineering/design contract was awarded by the Board to Quincy Engineering on September 24, 2013. The original not-to-exceed contract value was $429,980 with a term ending December 31, 2015. On November 10, 2015, the Board approved the First Amendment to the contract to extend the contract term to December 31, 2020. On July 23, 2019, a Second Amendment was approved increasing the total not-to-exceed contract amount to $608,600 and further extending the term to December 31, 2022. The Second Amendment provided funding necessary to hire a sub-consultant (Panorama Environmental, Inc.) in order to initiate the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental approval process for this project.
On February 8, 2022, the Board approved the Third Amendment, increasing the total not-to-exceed amount contract amount to $833,116 (including a 10% contingency) and extended the contract term to December 31, 2025. The Third Amendment provided additional funding for increased right-of-way, utility, and environmental coordination.
The proposed Fourth Amendment would increase the contract amount and extend the term to enable Consor (formerly Quincy Engineering) to provide support services during the construction phase, including reviewing technical submittals, addressing Requests for Information and inquiries from contractors, preparing design plans and specifications for contract change orders, and preparing and submitting as-built drawings.
On July 19, 2022, the Board adopted a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and approved the Freestone Flat Road Bridge Replacement Project over Salmon Creek.
The project is currently finalizing the right-of-way phase; SPI is waiting for Caltrans approval of a Project Labor Agreement (PLA). Once approved and funding is secured the project will be advertised for construction bids, which is anticipated in Spring of 2026 Caltrans has authorized $4.339 million in total construction (CON) and construction engineering (CE) funds in June 2025. It is anticipated that the project’s CON and CE costs will exceed the authorized $4.339 million. The County plans to submit a request to Caltrans for approval of additional CON and CE funding after bids are opened. If the future funding request is approved, then the project is anticipated to be 100% funded by the Federal Highway Bridge Program.

Narrative Explanation of Fiscal Impacts:
Appropriations for this amendment are included in the FY 2025-26 adopted Roads Capital (11051-34010103) budget. Ongoing expenses will be included in future Roads Capital (11051-34010103) recommended budgets. Expense associated with this amendment are 100% reimbursable through the Federal Highway Bridge Program (HBP).
