Executive Summary:
Pursuant to Gov. Code 66503(b), the procedure to appoint a member of the Metropolitan Transportation Commission (MTC) is a two-step process. First, the City Selection Committee provides up to three names of nominees to the Sonoma County Board of Supervisors to consider. Second, the Board of Supervisors appoints one of those nominees to the position.
The first step has already been completed. The City Selection Committee has submitted the following two names for the Board to consider: City of Santa Rosa Councilmember Victoria Fleming, and City of Sebastopol Mayor Neysa Hinton.
This Board action is to take the second and final step. The Board may select one of these names to appoint to the Metropolitan Transportation Board to fill the vacated term until February 2025.
Discussion:
On April 20, 2023, the Sonoma County City Selection Committee met in person hosted by the City of Healdsburg to nominate Victoria Fleming and Neysa Hinton for consideration to be appointed to the Metropolitan Transportation Commission. The Cities of Cloverdale, Cotati, Healdsburg, Petaluma, Santa Rosa, Sebastopol, Sonoma, and the Town of Windsor were represented in the meeting. The meeting was noticed, met all Brown Act requirements, and opened to public comment.
At 6:11 P.M., the City Selection Committee attended regular business, which item I.V.-C on the agenda was an appointment to the Metropolitan Transportation Commission.
C. Selection of a member for the Metropolitan Transportation Commission - (4-year term) One seat to fill. Per Govt. Code 66503(b), The City Selection Committee submits up to three names, and the appointment is made by the Board of Supervisors). Letter of Interest received from Victoria Fleming.
Upon a motion by the City of Cotati, seconded by the Town of Windsor, Victoria Fleming of Santa Rosa was nominated to the Metropolitan Transportation Commission, approved by an 8-0-1 vote with City of Rohnert Park absent.
Upon a motion by the City of Cloverdale, seconded by the City of Petaluma, Neysa Hinton of Sebastopol was nominated to the Metropolitan Transportation Commission, approved on a 7-1-1 vote with City of Healdsburg voting no and City of Rohnert Park absent.
