Executive Summary:

The Department of Transportation and Public Works (TPW) has evaluated the parking conditions during school pick-up and drop-off hours along Willowside Road and recommends that the Board adopt an ordinance amending parking restrictions to improve pedestrian safety at Willowside Middle School.

 

Discussion:

School zone pedestrian safety is a high priority and TPW has been notified that vehicular parking along Willowside Road south of Hall Road is interfering with safe pedestrian access to Willowside Middle School. This area is comprised of local residential roads with no sidewalks, and pedestrians use the road shoulder to reach the school.

After consultation with school and Safe Route to School Program officials, and conducting an assessment of the surrounding road conditions, TPW is recommending establishing a no parking zone between the hours of 7:00 a.m. and 9:00 a.m. and 2:00 p.m. and 4:00 p.m. on school days on the east side of Willowside Road (#79038) from Post Mile 10.00 to 10.16.  If approved, TPW would install appropriate “no parking” signage and add edge line striping.

Prior to making this recommendation to the Board, TPW sent a letter to 20 property owners within the 300-foot radius of the proposed no parking zone soliciting comments on this proposal.  A total of four responses were received; of these, three stated the proposed parking restrictions would exacerbate the current problem, and school officials should make changes to the student drop-off/pick-up policy to improve public safety.  The fourth response recommended establishing a drop-off area along a portion of Willowside Road north of Hall Road in an existing restricted parking area.

After evaluating the comments received, TPW recommends that the Board adopt a Resolution to introduce, read the title of and waive further reading of an ordinance amending Sonoma County Ordinance No. 2300 to establish the proposed no parking restrictions.  A Board Item to adopt the ordinance is scheduled for the next available Board meeting. 

The total cost of signage and striping is estimated to be $4,000 and appropriations are available in the 2022-23 Road Maintenance adopted budget.

Ordinance No. 5978, dated April 17, 2012, established no parking zones from 2:00 p.m. to 4:00 p.m. on school days on Hall Road (#78130) Post Miles 11.01 to 11.21 and on Willowside Road (#79038) Post Miles 10.16 to 10.29.

Narrative Explanation of Fiscal Impacts:

Appropriations are available in the FY 2022-23 Road Maintenance adopted budget (11051-34010102) for required signs and striping associated with this Board Item. Funding will come from the County’s annual allocations from the State Highway User Tax Account (HUTA) and the Road Maintenance and Rehabilitation Account (SB1).
