Approve Community Investment Fund grant awards and Authorize the County Administrator, or designee, to execute an agreement with the following entities for a Community Investment Grant for FY 2020-2021: Petaluma Gap Winegrowers Alliance, $6,000; Santa Rosa Symphony Association, $1,500; Sonoma State University (Green Music Center), $2,000; Petaluma Arts Center (Petaluma Arts Council), $4,000; The Ceres Community Project, $2,000; Petaluma Area Chamber of Commerce, $13,500; Petaluma Educational Foundation, $5,000; Cinnabar Arts Corporation, $2,000; Petaluma Visitors Program (Fiscal Sponsor: Petaluma Downtown Association), $10,500; Boys & Girls Club of Sonoma-Marin, $2,500; Sonoma County Farm Trails, $10,000; The Cotati Accordion Festival, $5,000; and Children’s Museum of Sonoma County, $3,000. Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Second District has reviewed the applications and wishes to recommend the following FY 2020-2021 grant awards:
1) Petaluma Gap Winegrowers Alliance for expenses related to the marketing and promotion of the Petaluma Gap AVA (American Viticultural Area) Third Anniversary Wine Event, grant award of $6,000;
2) Santa Rosa Symphony Association for expenses related to support of the “It’s Elementary” music program at three Second District schools -Miwok Valley Elementary Charter, Two Rock Union Elementary, and Wilson Elementary, grant award of $1,500;
3) Sonoma State University (Green Music Center) for expenses related to the marketing and promotion of the Green Music Center’s 2021 online performing arts program, grant award of $2,000;
4) Petaluma Arts Center (Petaluma Arts Council) for expenses and support for art installation at the Petaluma Arts Center in conjunction with ACT: Climate Action Now events in, grant award of $4,000;
5) The Ceres Community Project for expenses related to the support of the “Healing Meals for Healthy Communities” program supporting over 190 low-income second district residents with medically tailored meals, grant award of $2,000;
6) Petaluma Area Chamber of Commerce for expenses related to the promotion, implementation and support of the “Petaluma Leadership Program”, grant award of $13,500;
7) Petaluma Educational Foundation for expenses supporting PEF Impact Grants benefiting 38 TK - 12th grade public, private and charter campuses, grant award of $5,000;
8) Cinnabar Arts Corporation for expenses for the support of youth theater programs, grant award of $2,000;
9) Petaluma Visitors Program (Fiscal Sponsor: Petaluma Downtown Association) for expenses supporting social media marketing supporting local tourism, grant award of $10,500;
10) Boys & Girls Club of Sonoma-Marin for expenses related to the 2021 summer camp program supporting low-income youth from the Second District, grant award of $2,500;
11) Sonoma County Farm Trails for expenses related to the promotion of Sonoma County agriculture campaigns that encourage tourists to visit and support Sonoma County farms, ranches, vineyards, creameries, restaurants, inns, nurseries, farmers markets, CSAs, and other ag-related businesses and nonprofits, grant award of $10,000;
12) The Cotati Accordion Festival for expenses related to the marketing, promotion and support of the Cotati Accordion Festival, grant award of $5,000; and
13) Children’s Museum of Sonoma County for expenses related to marketing and promotion of the children’s museum, grant award of $3,000.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists. In addition, specific to FY 2020-21 and as a result of the COVID-19 pandemic, Transient Occupancy Tax revenues are expected to be 30% less. Therefore, during the September budget hearings, the Board of Supervisors agreed to provide one-time discretionary sources to supplement and maintain the $100,000 per district grant capacity.
