Executive Summary:

The Sonoma County Public Infrastructure Department (SPI) is requesting the Board approve and authorize the Director of SPI to execute four new Cooperative Funding Agreements and a Seventh Amendment to Cooperative Funding Agreement M30210-05 with the Sonoma County Transportation Authority (SCTA) for six proposed road improvement projects. If approved, the Agreements will provide up to $20,760,773 in funding for six Roads capital improvement projects for tasks including project environmental review, right-of-way acquisition, and construction.

 

Discussion:

As part of the County’s Strategic Plan established on March 3, 2021, SPI has undertaken significant efforts to deliver traffic mitigation improvements on several County owned roads including enhancements to pedestrian and bicycle facilities.

In order to secure funding for these projects, SPI staff submitted multiple applications in response to SCTA’s 2021 Funding Program Call for Projects for Fiscal Years 2023-27 and on February 6, 2023, SPI was awarded three Measure M grants and two GoSonoma grants to support six capital improvement projects.

The six new proposed infrastructure projects include improvements to bike and pedestrian facilities in the Forestville, Penngrove, and Airport Blvd Areas. If approved by the Board these six grants will provide funding to assist in the design, environmental review, right-of-way acquisition, and construction phases of the following projects.

Mirabel Road Widening Project (C24206) - This proposed project includes widening Mirabel Road from State Route 116 to River Rd adding Class II bike lanes, as well as north and southbound left turn lanes at the intersection of David Rd and Giusti Rd.

Old Redwood Hwy at Ely Road Phase I Penngrove Improvement Project (C23602) - This proposed project is the first of two phases of Penngrove intersection improvements. Phase I improvements will consist of constructing a roundabout at the intersection of Old Redwood Hwy and Ely Rd/Goodwin Ave, new ADA compliant curb ramps, sidewalks, and signage.

Old Redwood Hwy at Railroad Avenue Phase II Penngrove Improvement Project (C23604) - This proposed project is the second and final of two phases of Penngrove intersection improvements. Phase II improvements will include the construction of a roundabout at the intersection of Old Redwood Hwy at Railroad Ave, new ADA compliant curb ramps, sidewalks, and signage.

Penngrove Intersection Improvement on Adobe Road and Main Street Project (C20005) - This proposed project adds a dedicated left turn lane on Main St. for vehicles traveling westbound on Adobe Rd., ADA compliant pedestrian curb ramps, and construction of a sidewalk along Adobe Rd from the southeast corner ending at Oak Street.

Airport Blvd at N. Laughlin Rd/Skylane Blvd Improvement Project (C24301) - This proposed project will result in the construction of a roundabout or traffic signal at the intersection of Airport Blvd and N. Laughlin Rd/Skylane Blvd, as well as new sidewalk and bike lanes from Ordinance Rd to N. Laughlin/Skylane Blvd.

Airport Blvd Complete Streets Improvement Project (C24207) - This proposed project will either widen Airport Blvd to two travel lanes in each direction along with a two-way-left-turn lane or install roundabouts at the Brickway Blvd and Airport and Concourse Blvd and Airport intersections, as well as adding sidewalk and bike lane gap closures between Regional Parkway and N. Laughlin Rd/Skylane Blvd.

 

The following details the funding source (Measure M or GoSonoma) and amount for each future project.

Measure M Agreement:

M30510                     $2,000,000 to the Mirabel Rd Widening Project (C24206)

M30110-1                     $1,125,000 to the Old Redwood Hwy N. at Ely Rd Penngrove Intersection Improvement Phase I Project (C23602), $2,375,000 to the Old Redwood Hwy N. at Railroad Ave Penngrove Intersection Improvement Phase II Project (C23604) and $2,350,000 to the Adobe and Main St Penngrove Intersection Improvement Project (C20005), for a total of $5,850,000.

M30210-05                     $500,000 to the Airport Blvd at N. Laughlin/Skylane Blvd Intersection Improvement Project (C24301), and $5,890,634 to the Airport Blvd Complete Streets Project (C24207), for a total of $6,610,773.

GoSonoma Agreement:

G71001E1                     $1,800,000 to the Mirabel Widening Project (C24206).

G71003E1                     $4,500,000 to the Airport Blvd at N. Laughlin Rd/Skylane Blvd Intersection Improvement Project (C24301)

SPI staff is requesting the Board to delegate authority to the Director of SPI to execute these grant agreements in a form approved by County Counsel so these critical infrastructure improvement projects can continue to move forward.

 

On November 8, 2005, the Board approved Cooperative Agreement M30210-05, to provide up to $15,000,000 in funding for the five (5) phases of the Airport Blvd Improvements Project.

On January 12, 2010, the Board approved The First Amendment (M30210-05 A1) adding additional scope and up to $2,000,000 to phase IV of the Airport Blvd Improvements Project.

On February 15, 2011, the Board approved the Second Amendment (M30210-05 A2) which revised project schedule, funding allocations and removed Phase 4 (Airport Blvd/Hwy 101 Interchange) as the project had been established in a separate funding agreement (SCTA10015).

On January 29, 2013, the Board approved a Third Amendment (M30210-05 A3) allocating $650,000 to complete the construction of Phase 3 (Airport Blvd and Fulton Road Intersection Improvements).

On June 10, 2014, the Board approved the Fourth Amendment (M30210-05 A4) adding Phase 4A (Airport Blvd/Highway 101 Interchange) and allocating $1,264,000 for design and construction landscaping improvements at the US 101 interchange and along Airport Blvd.

On January 24, 2017, the Board approved the Fifth Amendment (M30210-05 A5), shifting excess design and right-of-way funds in phase 4A totaling $134,240 to the construction of phase 4A

On May 14, 2018, the Sixth Amendment (M30210-05 A6) was executed reallocating excess Phase 4A design funds in the amount of $82,000 to the construction management of phase 4A.

Narrative Explanation of Fiscal Impacts:

Appropriations associated with these Agreements are included in the FY 2025-26 Roads Capital (11051-34010103) Adopted Budget. Future grant revenue and project expenses will be included in the FY 2026-27 and FY 2027-28 Roads Capital (11051-34010103) Recommended Budgets. SPI has applied for and been approved for reimbursement for these expenditures through Measure M and GoSonoma funding administered by SCTA for up to $20,760,773. Any required grant matching funds or additional project costs after this will utilize allocations from traditional Road funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1).
