B) Adopt a Resolution Adjusting the Fiscal Year 2023-2024 budget to increase appropriations in the Human Services Department by $94,077 as a portion of the total amount for this fiscal year. (4/5th Vote Required)
C) Authorize the Director of Human Services Department to execute an agreement (#AA-MIG-LADAP-2325) with Moore Iacofano Goltsman, Inc. (dba MIG) for Local Aging and Disability Action Planning consultant services for the period October 25, 2023 to March 31, 2025 in the amount of $190,016 and authorize the Director of the Human Services Department, or designee, to execute future amendments that do not increase the amount of the contract by more than $50,000 from the original amount and do not significantly change the scope of service.

Executive Summary:
The Human Services Department is requesting that the Board adopt a resolution authorizing the Director of the Human Services Department to execute the Local Aging and Disability Action Planning Grant Program Standard Agreement with the State of California Department of Aging in the amount of $199,914 for the term of July 1, 2023 through March 31, 2025, and to execute the contract with Moore Iacofano Goltsman, Inc. (dba MIG) to provide Local Aging and Disability Planning Grant Program consulting services.
The consultant will work with the community and other stakeholders to conduct a needs assessment and develop a plan for the City of Santa Rosa and Sonoma Valley. The plan will address improving the lives of older adults and people with disabilities of all ages centered on equity, cultural competency, community engagement, and disability inclusion principles and practices.
Discussion:
The Sonoma County Area Agency on Aging (AAA), part of the Human Services Department (HSD), Adult and Aging Division (AA), is responsible for planning, advocating, and providing funding for services that support the needs of older adults, adults with disabilities, and caregivers throughout the County of Sonoma. AAA has received time-limited grant funding from the State of California Department of Aging (CDA) to develop the Local Aging and Disability Action Planning (LADAP) Grant Program.
Older adults, people with disabilities, and caregivers that represent minority populations have been underrepresented in previous engagement, planning efforts and services. This is particularly true for the Black, Indigenous, People of Color (BIPOC) and immigrant communities, which are largely based in Santa Rosa, and the older adults who live throughout Sonoma Valley where services are limited and fragmented. Despite outreach efforts which have included attending and tabling at Latinx-focused fairs and forums, AAA has struggled to engage the Latinx community, which has resulted in underrepresentation in previous county needs assessments.
In spring of 2023, AAA conducted a countywide needs assessment to inform development of the 2024-2028 Area Plan that establishes annual goals and objectives that serve to improve the lives of older adults, adults with disabilities and caregivers in Sonoma County. After considerable efforts were made, the survey response rate for Latino and Hispanic residents was just 3.3%, compared to the 10.3% of all county residents aged 60 and over who identify as Latino or Hispanic.
As a result of this underrepresentation, this LADAP grant provides a unique opportunity to engage a consultant to increase the feedback from underrepresented community members, including Latino and BIPOC residents, to assist the AAA and other service providers in Santa Rosa and Sonoma Valley to tailor services to meet the needs of all communities. To develop more effective strategies for inclusive engagement, AAA will contract with a consultant experienced in engaging our targeted populations.
The community engagement activities and LADAP will engage BIPOC communities with inclusive and culturally responsive outreach to understand and develop recommendations that address their needs. Recommendations will be centered on equity, cultural competency, and disability inclusion principles and practices.
The LADAP will include goals and priority initiatives for Santa Rosa and Sonoma Valley that will leverage existing services and initiatives in the community such as the current initiative to develop a countywide Local Master Plan for Aging. AAA will serve as the connective link between the municipalities, county government and other partners.
The LADAP will provide the framework to improve services for older adults and address the current, emerging, and future needs of older adults, adults with disabilities, and caregivers through community engagement and cross-sector collaboration. Collaborative planning efforts will strengthen coordination between AAA, the City of Santa Rosa, and the City of Sonoma, which will build awareness of the needs of older adults in these communities.
Grant funds will be utilized to hire a LADAP consultant to work with the community and stakeholders to develop the local plan. On July 24, 2023, a Request for Proposals (RFP) was issued for a LADAP consultant, and two proposals were received. The proposal review committee composed of BIPOC representatives from the City of Santa Rosa, City of Sonoma, Sonoma County’s Office of Equity and two additional community members used the evaluation and scoring methodology outlined in the RFP to assign scores. Based on this process, the committee identified Moore Iacofano Goltsman, Inc. (dba MIG) as the most qualified to provide the services outlined in the LADAP grant. HSD will contract with MIG for $190,016 to conduct a comprehensive community needs assessment, establish a LADAP advisory committee, manage outreach and listening sessions, and create a LADAP that addresses the needs of the diverse communities of Santa Rosa and Sonoma Valley. The remaining $9,898 from the grant funding will be used to cover administrative costs.
