Approve Community Investment Fund grant awards and Authorize the County Administrator, or designee, to execute an agreement with the following entities for a Community Investment Fund Grant for FY 22-23: California Indian Museum and Cultural Center, $1,000; Ceres Community Project, $1,800; Cinnabar Theater (dba Cinnabar Arts Corporation), $1,500; Committee on the Shelterless (COTS), $5,000; Cotati Historical Society, $1,500; Lomi School Foundation, $400; North Coast Ballet California, $1,500; North Coast Resource Conservation & Development Council (dba Conservation Works), $500; Petaluma Arts Council (dba Petaluma Arts Center), $2,000; Petaluma Educational Foundation, $5,000; Petaluma Gap Winegrowers Alliance, $5,000; Rural California Broadcasting Corporation (dba KRCB North Bay Public Media), $500; Sonoma County Farm Trails, $5,000; and Sonoma County Pride, $1,500.(Second District)

Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Second District has reviewed the applications and wishes to recommend the following FY 22-23 grant awards:
1.) California Indian Museum and Cultural Center for advertising expenses and a branded canopy for showcase outdoor fairs, grant award of $1,000;
2.) Ceres Community Project for expenses related to the support of “Healing Meals for Healthy Communities” program supporting low-income second district residents with medically tailored meals, grant award of $1,800;
3.) Cinnabar Theater (dba Cinnabar Arts Corporation) for expenses related to the advertisement and marketing, grant award of $1,500;
4.) Committee on the Shelterless (COTS) for expenses related to the annual “Hops for Homes” fundraiser, grant award of $5,000;
5.) Cotati Historical Society for the expenses related the Annual BBQ, grant award of $1,500;
6.) Lomi School Foundation for expenses related to the Low-cost Community Counseling program supporting second district residents, grant award of $400;
7.) North Coast Ballet California for expenses related to advertising and marketing for upcoming productions, grant award of $1,500;
8.) North Coast Resource Conservation & Development Council (dba Conservation Works) for expenses related to AAPI healing concert, grant award of $500;
9.) Petaluma Arts Council (dba Petaluma Arts Center) for expenses related to “Auto-Mobility: The Transformational Landscape of the Car in America” exhibit, grant award of $2,000;
10.) Petaluma Educational Foundation for expenses supporting the “Proficiency For All at Wilson School” program, grant award of $5,000;
11.) Petaluma Gap Winegrowers Alliance for expenses related to advertising and promotion for the 2023 Wind to Wine event, grant award of $5,000;
12.) Rural California Broadcasting Corporation (dba KRCB North Bay Public Media) for expenses related to Women in Wine event, grant award of $500;
13.) Sonoma County Farm Trails for expenses related to the marketing and promotion of multiple yearly events, grant award of $5,000; and
14.) Sonoma County Pride for expenses related to the marketing, promotion and support of the 2023 Sonoma County’s Annual LGBTQI Pride Celebration, grant award of $1,500.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
