Approve the purchase of six (6) wheelchair-accessible minibuses and one (1) wheelchair-accessible shuttle van for use by Sonoma County Transit and Paratransit from A-Z Bus Sales Inc., not to exceed $647,120, and authorize the Transit Manager to sign any applicable documents related to the purchase.

Executive Summary:

The Department of Transportation and Public Works (TPW), Transit Division, requests approval to purchase six (6) wheelchair-accessible minibuses and (1) one wheelchair-accessible shuttle van for Sonoma County Transit and Paratransit. The new vehicles will replace similar vehicles purchased in 2008, 2009, and 2011. This replacement vehicle purchase will provide for a more comfortable riding experience for passengers, reduce maintenance costs and improve service reliability. The current vehicles are eligible for retirement per Federal Transit Administration guidelines. Funding for this procurement comes from a Federal Transit Administration Section 5311 grant (under 49 U.S.C. section 5311, “grants for rural areas”) and local Transportation Development Act funds.

 

Discussion:

The California Department of Transportation (Caltrans) has established a procurement agreement with A-Z Bus Sales, Inc., through the California Association for Coordinated Transit Systems to purchase Section 5311-funded vehicles. Caltrans approved Sonoma County Transit’s purchase of the vehicles through A-Z Bus Sales. Procuring vehicles in this manner assures that all Federal and Caltrans requirements relative to the use of Federal Section 5311 funds are met.

Sonoma County Transit received proposals from A-Z Bus Sales for a total of $647,120. A federal grant in the amount of $472,790, or approximately 73% of the costs, has been received for this purchase. Remaining costs to purchase the vehicles will be paid through Transportation Development Act funds.

This project is included in Sonoma County Transit’s FY 2019-20 budget.

10/24/17 - Board approved the purchase of four (4) wheelchair accessible minibuses and four (4) wheelchair accessible minivans for Sonoma County Paratransit from A-Z Bus Sales Inc., not to exceed $522,161

08/30/16 - Board approved the purchase of two (2) wheelchair accessible minibuses for Sonoma County Transit from A-Z Bus Sales, Inc., not to exceed $221,980.

Appropriations for this purchase were included in the FY 2019-20 Adopted Transit Budget. Funding for this purchase comes from a Federal Transit Administration Section 5311 Grant administered by Caltrans Division of Mass Transportation of $472,790 (Grant 64BC19-00837). Remaining costs to purchase the vehicles will be paid through Transportation Development Act funds.
