Executive Summary:
The Human Services Department and the In-Home Supportive Services (IHSS) Public Authority request approval to reappoint Jan Schiller to the Public Authority Advisory Committee.
Discussion:
On October 20, 2015, the Board of Supervisors appointed Jan Schiller to the Public Authority Advisory Committee for an initial four-year term under the category of "current or previous user." Prior to moving to Sonoma County, Jan Schiller served on the In-Home Supportive Services (IHSS) Advisory Committee in Alameda County for nearly 4 years. Ms. Schiller is a former Special Education teacher and she has served in numerous volunteer positions over the years. Ms. Schiller participated in a year-long Leadership Academy sponsored by the Alameda County Board of Supervisors.
The purpose of the Public Authority Advisory Committee is to provide ongoing advice and recommendations regarding IHSS to the County Board of Supervisors, the Public Authority, and IHSS programs. There are 10 positions on the Public Authority Advisory Committee representing IHSS clients, providers, and members at large. Of the 10, there are two current vacancies for the “current or previous user” representative of the Advisory Committee. Recruitment for these vacancies is ongoing and when applicants have been selected, the Human Services Department and IHSS Public Authority will return to the Sonoma County Board of Supervisors with a recommendation. Members of this Committee are appointed by the Board as a whole and not by supervisory district.

05/15/12: Adopted a Resolution introducing an ordinance to eliminate the In-Home Supportive Services Advisory Committee and establish a Public Authority Advisory Committee, and adopted a concurrent resolution to approve By-laws for the Public Authority Advisory Committee.
