Executive Summary:
This Resolution provides authorization by the Board permitting the County of Sonoma/Sonoma County Transit to file applications for federal transit capital assistance (which include the purchase of replacement buses and for capitalized preventive maintenance projects) through Federal Transit Administration (FTA) funding programs during fiscal years 2024-25 and 2025-26.
The Resolution also states certain programming and funding commitments necessary for obtaining all applicable funding, including regarding local match funds and other program conditions.
Discussion:
Sonoma County Transit seeks federal transit assistance, under various applicable programs, for transit capital projects. Sonoma County Transit receives federal assistance directly through the Federal Transportation Administration or as a subrecipient through Caltrans. Federal funds are programmed by the Metropolitan Transportation Commission. During FY 2024-25 and 2025-26, federal capital funds will be spent on bus replacement and capitalized preventive maintenance projects.
Specific projects are identified in the Transit Division budget, Capital Improvement Plan and Short-Range Transit Plan. Local match sources are identified annually to meet funding requirements associated with these projects. No General Fund monies are used as the local funding match.

Narrative Explanation of Fiscal Impacts:
Transit anticipates receiving up to $2,487,260 for FY 2024-25 and up to $2,550,373 in FY 2025-26, which will be applied toward bus replacement and capital preventive maintenance projects. The FY 2024-25 amounts are included in Transit’s adopted budget. The federal funds have a 20% local match requirement which will use Transportation Development Act funds of $497,452 in FY 2024-25 and $510,074 in FY 2025-26
