A) Adopt two resolutions authorizing the Director of the Human Services Department to execute agreements with the State of California Department of Aging that will allocate total funding of $3,641,610 for services to older adults, adults with disabilities and caregivers, and authorize execution of future amendments to adjust for revenue levels based on changes to funding:
i. Sonoma County Area Agency on Aging Area Plan Standard Agreement AP-2324-27 in the amount of $3,621,852 for the term of July 1, 2023 through June 30, 2024; and
ii. Digital Connections Agreement DC-2223-27 in the amount of $19,758 for the term of February 1, 2023 through December 31, 2023
B) Adopt a budget resolution to modify the Human Services Department Fiscal Year 2023-2024 Adopted Budget to increase revenue and expenditure appropriations in the amount of $104,898 to program funding associated with both Standard Agreements. (4/5 vote)

Executive Summary:
Annually the Human Services Department (HSD) requests that the Board of Supervisors delegate authority to the HSD Director to execute agreements with the California Department of Aging (CDA). For Fiscal Year 2023-2024, HSD requests that the Board of Supervisors adopt a resolution authorizing the HSD Director to sign the Area Agency on Aging Area Plan Standard Agreement AP-2324-27 in the amount of $3,621,852. This revenue is used to contract with nonprofit agencies to provide services to older adults in Sonoma County.
The time-limited Digital Connections program provides free technology resources to adults age 60+ and adults with disabilities age 18+ to improve their quality of life. The resources include free iPad devices, 6 months of free internet connectivity, and free training on how to use the devices. The program ends December 31, 2023.
Discussion:
The Sonoma County AAA is responsible for planning and advocating for the needs of older adults, adults with disabilities and caregivers in our community.
AAA Standard Agreement
The California Department of Aging (CDA) is authorized to distribute federal funds from the Older Americans Act (OAA) to fund services to assist older adults and adults with disabilities to remain safely in their home for as long as possible.
The Sonoma County AAA allocates OAA funds to local non-profit agencies to provide services including nutrition programs (congregate lunch programs and home-delivered meals); supportive services programs (adult day care, case management, legal services, and transportation); health promotion; family caregiver services (respite, assessment and caregiver support groups); the Ombudsman program for services to long-term care facility residents; and elder abuse prevention. These services help to ensure that older adults, adults with disabilities and caregivers are safe, healthy, and well cared for throughout the county.
The AAA released a competitive Request for Proposals (RFP) seeking services for older adults, adults with disabilities and caregivers for a 3-year term for fiscal years 2021-2022 through 2023-2024. Fiscal year 2023-24 is the final year of the current RFP cycle. A new RFP will be released in late September 2023 for contracts that will begin July 1, 2024. The AAA invites community partners interested in serving older adults, adults with disabilities and caregivers to register with the Sonoma County Supplier Portal <https://esupplier.sonomacounty.ca.gov/psc/FN92PRD/SUPPLIER/ERP/c/NUI_FRAMEWORK.PT_LANDINGPAGE.GBL?&> to receive notification and the opportunity to submit a proposal for funding consideration.
The local AAA is receiving revenue in the amount of $3,621,852 for FY2023-2024. Historically, the AAA has received revenue in the amount of $3,536,712 for FY2022-2023, $2,773,610 for FY2021-2022, and $2,744,339 for FY2020-2021.
Digital Connections
On August 14, 2020, Governor Newsom issued Executive Order (EO) N-73-20 to improve broadband speed and access in California which began the Broadband for All Action Plan, a plan to provide resources for millions of Californians who lack broadband internet access. The EO specifies older adults as a priority population that are at-risk for isolation and loneliness in their communities when impacted by not having internet access, also called the digital divide.
In response to the EO, the CDA implemented the Digital Connections Program, a program for adults age 60+ and adults with disabilities age 18+ to experience an improved quality of life by interacting with their community and connecting to resources through the use of technology, a more dynamic and often necessary resource.
To accomplish this goal, CDA purchased iPad tablet devices, 6 months of broadband internet, and provided training on how to use the iPad devices, all free of charge to program participants. A main objective of this program is for participants to have a thorough understanding of how to use the device and navigate important online digital resources such as email, telehealth, virtual connections with family and friends, online shopping, and more.
To administer the program, CDA released time-limited funding to AAAs to manage the distribution of devices and internet connectivity, and to assist with the coordination of connecting program participants to CDA contracted digital literacy training service providers throughout California. The Sonoma County AAA received $19,758 for the administration of this program and committed to enroll 70 participants with the option of receiving more devices as they become available. The term of this contract is February 1, 2023 through December 31, 2023.

For the AAA Area Plan Standard Agreement, the FY 2023-24 budget only assumed revenue of $3,536,712 from CDA. HSD requests approval to increase appropriations by $85,140 due to unanticipated revenues.
Digital Connections funding in the amount of $19,758 was not budgeted for FY 2023-24. HSD requests approval to increase FY 2023-24 appropriations by $19,758 based on a term of 6 months.
