A) Adopt a resolution authorizing the County Administrator to apply for a State Library Grant in the amount of $1,000,000 on behalf of the Sonoma County Library for the Roseland Regional Library.
B) Authorize the County Administrator to execute all documents necessary to carry out and administer the grant in a form approved by County Counsel, on behalf of the Sonoma County Library.

Executive Summary:
The FY 21-22 California State Budget appropriated $1,000,000 to be allocated to the California State Library for the County of Sonoma for the Roseland Library. This item requests your Board to authorize the County to apply for the $1,000,000 grant and complete required documents necessary through the California State Library. The County will act as the pass-through entity for disbursement of funds to the Sonoma County Library upon receipt.
Discussion:
The FY 21-22 California State Budget appropriated $1,000,000 to be allocated to the California State Library for the County of Sonoma for the Roseland Library. This state budget appropriation resulted from a budget measure that was led and secured by Assemblyman Marc Levine for the construction of the Roseland Library.
The California State Library facilitated the issuance of the $1 million allocation through the California Library Association via an application process. Last year the Sonoma County Library completed and submitted an application to the California Library Association to receive the grant award, however the Association recently advised that because the state budget act names the County of Sonoma as the funding recipient, the County will need to apply for and receive funds on behalf of the Sonoma County Library.
The Roseland Community of Santa Rosa is chronically underserved, with a community poverty index of 22.81. Roseland did not have a library until 2015, when a temporary library was opened in a dilapidated former furniture store. The library was embraced by the community and a second temporary library was opened in 2022. The current library is inadequate to meet the growing demands of the community. The grant funding sought through this item will support a permanent Roseland Library to support upstream investments in the Roseland community.
Preliminary project estimates suggest the project will cost $24.5 million to plan and build. Project contributions include:
• City and State Funding - $15 million
• Federated Indians of Graton Rancheria - $3.5 million
Several applications have been submitted for the remainder of the funding needed to complete the project. The Sonoma County Public Library Foundation has also launched a three-year campaign to raise $3.6 million toward fixtures and furnishings.
This item requests your Board to authorize the County to apply for the $1,000,000 grant and complete required documents necessary through the California State Library.
