A) Adopt a resolution authorizing the Sonoma County Board of Supervisors to sign a cooperator agreement with the U.S. Fish & Wildlife Service Coastal Program authorizing Sonoma County Regional Parks to receive funding in the amount of $75,000 along with technical assistance on the habitat restoration projects.
B) Authorization for the Sonoma County Regional Parks Director and/or Deputy Director to execute all documents necessary to carry out and administer the agreement.
C) Adopt a resolution authorizing budgetary adjustments to the Fiscal Year 2023/24 adopted budget to increase revenue and expenditure appropriations in the amount of $50,000 in support of the work of the grant. The remaining balance of the grant will be budgeted in Fiscal Year 2024/25. (4/5th Vote).

Executive Summary:
This item requests the adoption of a resolution to sign an agreement with U.S. Fish & Wildlife Service (Service) to support restoring fish and wildlife habitat at Doran and Stillwater Cove Regional Parks along with funding in the amount of $75,000 and technical support. These projects will directly benefit sensitive species including western snowy plover, coho salmon, and steelhead trout.
Discussion:
Sonoma County Regional Parks, Natural Resources Division has worked collaboratively with the U.S. Fish & Wildlife Service to identify restoration projects to support habitat of rare and endangered species at Stillwater Cove and Doran Regional Parks. The project at Doran will support habitat for western snowy plover by restoring native plants to a small section of dunes and working collaboratively with volunteers to monitor and maintain the re-establishment of native plants and ecology. The project at Stillwater Cove is to restore in-stream habitat for salmonid species in Stockhoff Creek by restoring watershed complexity and wood structures in the creek and tributaries within the park. The Service will work collaboratively with Regional Parks on project design, including biological assessments and technical guidance. The Service will also be the lead agency for permits and regulatory compliance.
Both projects are categorically exempt from the California Environmental Quality Act pursuant to Section 15333 of the Code of California Regulations, Title 14, on the basis that each is a small habitat restoration project under five acres and to protect fish, plants, and wildlife and meeting all other requirements of such designation.
This item requests the Board of Supervisors sign the cooperator agreement with the Service and authorize the Regional Parks Director and/or Deputy Director to execute all documents necessary to execute this grant in the amount of $75,000. Regional Parks also requests a budgetary adjustment to the FY 2023/24 adopted budget in the amount of $50,000 for expenditures related to the grant. The remaining funds will be budgeted in the following year.

Narrative Explanation of Fiscal Impacts:
The funds received will be utilized on native plants, Regional Parks staff time, and contracted services for implementing restoration projects. Cost share is required for this agreement coming from staff, contractor, and volunteer time used to support the grant deliverables.
A budget adjustment increasing revenue and expenditure appropriations in the amount of $50,000 is requested for FY 2023/24. The remaining grant funds will be budgeted in the following year.
