Executive Summary:
The Sonoma County Department of Public Infrastructure (SPI) is seeking Board approval to award of a construction contract for restroom renovations to the Petaluma Veterans Memorial Building. The restrooms have not been renovated since the original construction of the building in 1959. The Restroom Renovation will bring the restrooms to current Americans with Disabilities Act (ADA) standards and help provide a resilient community resource and an accessible shelter in times of disaster.
Discussion:
The 23,800 sq. ft. Petaluma Veterans Memorial building was constructed in 1959, and has been owned or operated by several organizations, including the City of Petaluma and County (Regional Parks). The County General Services Department (now Public Infrastructure Department) took over building maintenance responsibilities in the mid-1990’s and assumed operational management in 2012. The facility continues to serve as a key hub for community events, arts programs, and veterans service organization meetings, as well as an important emergency shelter and charging center during recent weather, energy, and disaster events. The facility recently underwent a major construction project approved by the Board in July 2023, which is the Petaluma Roof Replacement & Seismic Upgrade. The Restroom ADA upgrade for the Petaluma Veterans Memorial building reflects the Board’s commitment to maintaining and enhancing the facility’s safety & longevity to ensure the building remains secure and reliable for years to come.
The restroom renovations were identified in the County’s ADA Self Evaluation and Transition Plan (SETP) to bring public facilities to current ADA standards and $167,850 was appropriated in the FY 2021-22 Capital Projects ADA budget for design phase of the project. In FY 2022-23 an additional $768,033 of Capital Projects ADA funding was appropriated for the construction phase of the project.
An invitation for bid for the construction phase of the project was posted to the County’s Purchasing Portal on October 16, 2023. Six (6) bids were received and publicly opened on November 28, 2023. All the bids were deemed responsive and were as follows:

DMR Builders - $490,077.00
Foundry Construction - $519,500.00
KKJL Services, Inc. - $549,947.85
FRC, Inc. - $569,500.00
CWS Construction - $875,000.00

Therefore , County staff is recommending the Board award the contract to Raesfeld Construction, Inc.

Appropriations for this project are available in the FY 2023-24 Capital Projects ADA budget including $167,850 allocated in FY 2021-22 ADA budget, and $768,033 allocated in FY 2022-23 ADA budget. The proposed contract award amount including contingency is included in budgeted expenses.
