This item requests authority for Sonoma County Water Agency’s General Manager acting on behalf of Sonoma County Water Agency, Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (collectively “Sonoma Water”) to amend an agreement with Woodard & Curran, Inc. (Consultant), to continue work on sanitary sewer hydraulic modeling and related services, including updating sewer collection system models of Sonoma Valley County Sanitation District, Russian River County Sanitation District, and Airport/Larkfield/Wikiup Sanitation Zone; and updating Sewer System Management Plans (SSMPs).

HISTORY OF ITEM/BACKGROUND
Sonoma County Water Agency operates and manages Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (Districts) under contract with Districts.
In addition, Sonoma County Water Agency owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone, Geyserville Sanitation Zone, Penngrove Sanitation Zone, and Sea Ranch Sanitation Zone (Zones).
Sonoma Water has developed a SSMP for each collection system in the various Districts and Zones in accordance with California's Waste Discharge Requirements (Water Quality Order No. 2006-0003). These SSMPs outline the operation, maintenance, and evaluation of sewer collection systems.
Sonoma Water and Woodard & Curran, Inc. first entered into an agreement for sanitary sewer hydraulic modeling, dated January 7, 2020, in the amount of $374,660 (Original Agreement). The Original Agreement required updates to the SSMPs for all eight Districts and Zones and included the development of hydraulic models for sewer systems in Sonoma Valley, Russian River, and Airport/Larkfield/Wikiup.
On December 6, 2022, Sonoma County Water Agency’s General Manager executed the first amended agreement that extended the agreement by one year to December 10, 2023, at no additional cost to Sonoma Water to allow for additional flow monitoring data to improve the accuracy of hydraulic models developed under the Original Agreement.
A second amended agreement, approved by the Board on May 5, 2023, increased the agreement amount by $300,000 for a new not-to-exceed total of $ 675,000 and extended the agreement by two years to December 31, 2025. The Second Amended Agreement expanded the scope of work to include additional updates to the SSMPs, sewer system audits, and a Sewer Emergency Response Plan as required by Water Quality Order No. 2006-0003. In addition, Sonoma Water collaborated with the County of Sonoma on the Airport Specific Plan and Springs Area Specific Plan (Specific Plans).
The proposed third amended and restated agreement will enable Sonoma Water to continue its collaboration with the County of Sonoma on the Specific Plans, including incorporating California housing requirements, such as accessory dwelling units (ADUs) and the Builder Remedy project, into the hydraulic models to ensure that analyses remain as current as possible.
Portions of the scope of work included in the Original Agreement, First Amended Agreement, and Second Amended Agreement were removed to streamline work efforts, such as consolidating technical memorandums into the final reports. Other portions of the work were removed and included in a separate agreement previously executed.
SELECTION PROCESS
Consultant was selected from a competitive selection process. Attached is a memo that explains the competitive selection process.
SERVICES TO BE PERFORMED
Under the third amended agreement, Consultant will continue to provide sanitary sewer hydraulic modeling services as specified in the original agreement, and will complete additional work as follows:
1. Updating Sonoma Valley County Sanitation District hydraulic model to include growth of customers and potential ADUs in Sonoma Valley County Sanitation District.
2. Updating Sewer System Management Plans for Sonoma Valley County Sanitation District and Airport/Larkfield/Wikiup Sanitation Zone.
The additional cost for the second amended agreement is $204,161, for a new not-to-exceed agreement total of $879,161. The new end date is December 31, 2026.
