A) Authorize the Director of Emergency Management to execute the Urban Areas Security Initiative (UASI) Memorandum of Understanding (MOU) with the City and County of San Francisco for the receipt of UASI regional grant funds totaling $347,395; for a term ending on December 31, 2024; and, authorize the Director to execute any future subsequent modifications to the MOU to accept UASI grant funds in an amount not to exceed $106,463, through December 31, 2024.
B) Adopt a Budget Resolution authorizing additional Fiscal Year 2023-24 budget appropriations in the amount of $347,395 for grant program revenue and expenditures. (4/5th Vote Required)

Executive Summary:
The Memorandum of Understanding (MOU) between the Sonoma County Department of Emergency Management (DEM) and the City and County of San Francisco authorizes funding to be awarded to Sonoma County for the Bay Area Urban Areas Security Initiative (UASI) Fiscal Year 2023. Utilizing federal homeland security grant funds, UASI is the Bay Area Urban Area regional program intended to have the capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events. The City and County of San Francisco serves as the UASI program fiscal agent. The UASI program has awarded a total of $374,395 to the County of Sonoma to support the upgrade and stabilization of one of the county-wide repeated emergency Fire and EMS radio channels ($210,727) as well as fund the completion of a Cyber Incident Consequences Management Annex ($136,668). Both projects described below.
The Board has approved all prior initiative funding beginning in FY2006-07. Since the inception of the Memorandum, Sonoma County has received almost $5 million in grant funds and property transfers from the Program.
Discussion:
The United States Department of Homeland Security administers a Homeland Security Grant Program, which includes the UASI Program (Program). The Program addresses the unique planning, equipment, training, and exercise needs of high-threat, high-density urban areas and assists those areas in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from threats, acts of terrorism, and natural disasters such as earthquakes and wildfires. The City and County of San Francisco acts as the fiduciary agent for federal funds distributed for approved projects. Sonoma County DEM is a sub-grantee for project reimbursement-based funds outlined in the parameters and deliverables of the Memorandum.
UASI has awarded a total of $374,395 to the County of Sonoma to: (1) support the upgrade and stabilization of one of the county-wide repeated emergency Fire and EMS radio channels ($210,727); as well as, (2) fund the completion of a Cyber Incident Consequences Management Annex (Cyber Annex) ($136,668), during the period of November 1, 2023, through December 31, 2024.
Radio Channel Upgrade
REDCOM’s Fire and EMS emergency responders rely on emergency radio infrastructure to communicate while responding to incidents. Sonoma County has very limited Fire and EMS radio channel assets to accommodate 27 separate agencies’ operations. Two out of the three incident channel’s infrastructure have reached the end of life. The channel being funded through this grant is one of the only two incident channels that can be utilized throughout Sonoma County, and it is also used for mutual aid responses between Napa, Marin, and Mendocino Counties.
Cyber Annex
The Department of Emergency Management intends to contract with a vendor to create a Cyber Annex for each Operational Area's emergency operations plan (EOP) in order to provide a coordinated, multi-disciplinary, and effective response to a significant cyber incident. The Cyber Annex will establish a common understanding of key cyber concepts and terminology, provides a system to evaluate the severity of the incident, assign roles and responsibilities to county/regional stakeholders, and outline the key coordination processes for sharing threat intelligence, developing situational awareness, and managing operational response in a cyber-disrupted environment. The department will begin the RFP process upon execution of this MOU.

During the Program Fiscal Year, funding often becomes available late in the cycle to fund additional projects. In order to take advantage of these funding opportunities, which often require immediate action to accept and spend the funds on available projects, this item is also requesting authorization for the Director of Emergency Management to execute any future, subsequent modifications to the Memorandum to accept Initiative grant funds for FY23-24 in an amount not-to-exceed $106,463, which is 20 percent of the North Region’s total award of $532,317. The grant considers funding requests up to the 20 percent buffer of the total Regional grant for unanticipated needs. This potential future funding amount not-to-exceed $106,463 would be in addition to the current awarded grant funds of $347,395.
As per the Memorandum, any unspent funding will be forfeited back to the Initiative.

Narrative Explanation of Fiscal Impacts:
The grant award will be budgeted in the current FY 2023-24. Any remaining unspent funds at the end of the fiscal year will be re-budgeted in FY2024-25 to be expended by the term of the performance period December 31, 2024. As per the MOU any unspent funds will be returned to the Initiative.
