A) Authorize the County Executive Officer or designee to execute a funding agreement with the Cloverdale Grange #456; in a form approved by county counsel, in a total amount not to exceed $75,000, between December 9, 2025, and December 31, 2028.
B) Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to government code section 26227.

Discussion:
This item seeks the board’s authorization to use $75,000 of District 4 Infrastructure Funds to support infrastructure improvements and repairs to the roof of the Cloverdale Grange #456, in Cloverdale CA, and for the County Executive or designee to execute a funding agreement totaling $75,000.
The Cloverdale Grange #456, established in 1930, is located at 201 Commercial St, in Cloverdale CA. The Grange Hall needs repairs to the roof and interior of the building, as well as basic improvements to support the co-location of the Cloverdale Food Pantry and other community partners.
During the FY 2023-24 budget hearings, the board set aside $4 million each for districts 1, 2, 4, and 5. Use of $75,000 in District 4 community infrastructure funds is requested with this board item. This funding will provide public benefits that serve important community needs as allowed under government code section 26227.
