Executive Summary:
The Department of Public Infrastructure (SPI) requests that the Board authorize the Purchasing Agent or the Deputy Director of Administration to award and execute Blanket Purchase Order agreements, with the following suppliers: Bohan & Canelis General Engineering, Ghilotti Construction Inc., and Land Revision. The contract term shall be effective January 01, 2024, through December 31, 2024, with four (4) one-year options for renewal. These Blanket Purchase Orders are for use by all County departments and affiliated public entities, such as Sonoma County Water Agency, Sonoma County Community Development Commission, and special districts for equipment rental with operator.
Discussion:
The County of Sonoma requires qualified suppliers to provide various types of light and heavy equipment, sometimes with provision of experienced licensed operators. The Sonoma Public Infrastructure Purchasing Division currently maintains Blanket Purchase Order contracts for equipment rentals with operator for disaster and emergency response activities throughout the County. During disasters, use of these blanket purchase orders may be coordinated through the Emergency Operations Center (EOC) or Department Operations Centers. Separate Blanket Purchase Order Agreements will be established for use on an as needed non-emergency basis for use by all County departments and affiliated public entities, including Sonoma County Water Agency, Sonoma County Community Development Commission, and special districts.
The Sonoma Public Infrastructure Purchasing Department conducted a competitive bid process on April 12, 2023, soliciting bids for equipment rental with and without operator. Notifications were sent to Minority Business Enterprises (MBE) and Women’s Business Enterprises (WBE) as well as local equipment rental with operator providers. The County received three (3) bid proposals which were evaluated by purchasing staff. Proposals received were evaluated based on the following criteria: Possession of current and active California Contractor License “Class A General Engineering;” Registered and Active with the Department of Industrial Relations (DIR); Insurable for County Risk Management required coverage limits for Commercial General and Automobile Liabilities and Workers Compensation and Employers Liability; cost relative to scope of services; ability to respond quickly in emergencies; and acceptance of FEMA reimbursement requirements.
All three (3) proposal providers met the criteria and qualifications of the solicitation. The Sonoma County Public Infrastructure Purchasing Division recommends that the County enter into Blanket Purchase Order Agreements with the following suppliers: Bohan & Canelis General Engineering, Ghilotti Construction Inc., and Land Revision.
The equipment rental with operator services shall include but not limited to high-weed mowing, bank stabilization, sediment removal, erosion control, re-vegetation, trucking services, and other operated rental equipment services that County may require. Equipment Rentals with operator are strictly only to be used for maintenance work as defined by the Department of Industrial Relations; no Public Work projects are to be performed under these agreements.
Expenditures for equipment rental with operator over the past four (4) years have been on average $289,000 annually. County departments will utilize funding from their approved budgets to pay for services they may require on an as-needed basis.
