A) Approve the following countywide appointments and reappointment to the Child Care Planning Council of Sonoma County:
i.) Appointment of Kristina Sisseck and Heather Muntzer for a term beginning March 4, 2026, and ending June 30, 2027. (Countywide)
ii.) Reappointment of Sonya Valiente for a term beginning January 1, 2026, and ending on June 30, 2027. (Countywide)
B) Approve a change in the membership category for member Jason Riggs, for the remainder of the current term ending December 31, 2026.
C) Authorize the Director of the Human Services Department to sign the required Certification Statement Regarding Composition of Local Planning Council Membership.

Executive Summary:
The Board of Supervisors is responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. The current item submits recommendations for positions on the Child Care Planning Council of Sonoma County.
Discussion:
The mission of the Child Care Planning Council (CCPC) is to convene and inspire the community through collaboration, leadership, and advocacy to promote and plan for quality child care and development services for the benefit of all children (primarily birth to 12), their families, and Sonoma County.
The CCPC was originally established in 1992 to meet the requirements mandated by the passage of Assembly Bill (AB) 2141, which created local child care and development planning councils to identify local priorities for child care and state preschool expansion funds. The passage of AB 1542, which established the California Work Opportunity and Responsibility to Kids (CalWORKs) program, also required the County Superintendent of Schools and the Board of Supervisors to designate a local child care planning council to establish priorities for state-funded child care and development services, and to develop a comprehensive countywide plan for child care. The bill connected CalWORKs and the Sonoma County Human Services Department to the CCPC. On September 29, 1998, the County Superintendent of Schools and the Board of Supervisors designated the Child Care Planning Council of Sonoma County, to be staffed by the Sonoma County Office of Education. The Council recommends the appointment and re-appointment of members that meet the legislated membership requirements to the Board of Supervisors and the County Superintendent of Schools to jointly appoint members to the local child care planning council in 5 categories of membership: 1) Consumers, 2) Child Care Providers, 3) Public Agency, 4) Community, and 5) Discretionary Appointees of the Board and the Superintendent.
The CCPC bylaws allow up to 35 members. There are usually between 16-23 active members of the CCPC, and the current membership is 19 members. As required, the CCPC makes every effort to ensure that the ethnic, racial, and geographic composition of the membership reflects the county population. The CCPC Membership Chair and Committee have worked with CCPC staff over the last year to increase membership. Openings are posted on the CCPC website and the County Boards and Commissions website. Additionally, community recruitment efforts are made on an ongoing basis via press releases, flyers, and individual outreach. Members are appointed for two-year terms, with a portion of the members’ terms expiring each year.
The Board of Supervisors is requested to appoint the members listed below. The appointment recommendations have been approved by the County Superintendent of Schools.
• Approve the appointment of Kristina Sisseck. Ms. Sisseck is currently employed by North Bay Children’s Center and is a parent of children within the 0-12 childcare range which makes her eligible to fill a Consumer Seat.
• Approve the appointment of Heather Muntzer. Ms. Muntzer is currently employed by Jewish Community Center of Sonoma County and is a parent of children within the 0-12 childcare range which makes her eligible to fill a Consumer Seat.
The Board of Supervisors is requested to reappoint the member listed below. The reappointment recommendation has been approved by the County Superintendent of Schools.
• Approve the reappointment of Sonya Valiente. Ms. Valiente is currently employed by El Verano Preschool as the director of a CA State Preschool program which makes her eligible to fill a Discretionary Seat.
The Board of Supervisors is requested to approve a change in membership category for the member listed below. The recommendation has been approved by the County Superintendent of Schools.
• Approve a change in membership category for Jason Riggs. Mr. Riggs currently fills a Consumer Seat; however, because his child has aged out of the 0-12 child care range, the CCPC Membership Committee has determined that a Provider Seat is now more appropriate. If approved, Mr. Riggs will serve the remainder of his appointed term in the Provider Seat, which goes through December 31, 2026.
The Council will have 14 openings for additional members after the recommended appointments and reappointment are approved.
The Board of Supervisors is also requested to authorize the Director of Human Services to sign the required Certification Statement Regarding Composition of Local Planning Council Membership. This is an annual report that is completed by the Child Care Planning Council and submitted to the California Department of Social Services.
