A) Authorize the Director of Human Services to accept COVID-19 Emergency Funding from the State of California Department of Aging for the Sonoma County Human Services Department Area Agency on Aging for a total amount of $344,553 for the term of 4/1/20 through 6/30/20.
B) Authorize the Director of Human Services to execute all service provider initial contracts and amendments that include COVID-19 emergency funding from all sources to expedite the ability for service providers to support services for older adults and spend the funding in Fiscal Year 2019-20.

Executive Summary:
The Human Services Department received COVID-19 Emergency Funding from the California Department of Aging and is requesting approval from the Board of Supervisors to both receive the funding to support services for older adults, and to execute contracts and amendments with various local Adult & Aging service providers to distribute these additional funds.
Discussion:
As part of the recently approved Families First Coronavirus Response Act (HR 6201), which provides funding for paid sick leave, free coronavirus testing, expanding food assistance and unemployment benefits, and other protections, there was $250 million ($160 million for home-delivered meals, $80 million for congregate meals, and $10 million for nutrition services for Native Americans) included for nutrition programs for older adults.
Of the approved funding, California is estimated to receive $23.851 million ($15.905 million for home-delivered meals and $7.946 million for congregate meals).
The California Department of Aging has obtained approval to directly allocate these emergency dollars to local Area Agencies on Aging (AAA) rather than having to go through the contract execution or amendment process which will would allow AAAs to receive and spend these dollars in a much more expeditious manner.
On April 8, 2020, CDA confirmed that the Families First Act (HR 6201) funds will be paid to AAAs in one lump sum check (no contract) by shipping the check via overnight mail. A confirmation email will be sent identifying the date the check is schedule to be mailed.
Further, CDA has suspended the requirement of competitive procurement for emergency contracts with service providers to allow maximum flexibility and get more meals out to older adults as quickly as possible.
The Human Services Department is designated as the local Area Agency on Aging. The Sonoma County Area Agency on Aging has received a total of $344,553 to be used for AAA direct and contracted services with community agencies to provide meals for older adults, supportive services, and family caregiver supports through 6/30/20 in response to increased needs due to the COVID-19 virus outbreak.
This emergency funding from the California Department of Aging is to supplement and expand meals to older adults, age 60+, through existing Area Agency on Aging federal Older Americans Act funded service provider contracts.
The County-funded food distribution request for proposals (RFP) released through the Community Organizations Active in Disaster (COAD) group plans to use the AAA nutrition service providers’ existing infrastructure to provide home delivered meals and deliver packaged meals for pick-up at regional food distribution sites for residents of all ages, augmenting services for people who are 60+.

Narrative Explanation of Fiscal Impacts:
There is no local match requirement and no County General Fund is needed. Pursuant to Board Resolution #20-0096 approved on 3/24/2020, the County Administrator and Auditor Controller will process the budgetary appropriations adjustments needed for the Human Services Department to receive and program these additional funds.
