Executive Summary:
The salary and fringe benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government Code §54953, 54956)
David Koch was initially appointed as Chief Probation Officer April 30, 2016. A first amendment to the agreement extended the agreement through April 30, 2022. This second amendment extends the term of the agreement for one additional year and maintains existing pay and benefits.
Discussion:
The position of Chief Probation Office has a unique appointment and oversight structure. Pursuant to California Welfare & Institutions Code section 270, for a general law county such as the County of Sonoma, the Chief Probation Officer is nominated by the Juvenile Justice Commission and appointed by the Presiding Judge of the Superior Court of Sonoma County (“Court”), but is a County employee. As such the Sonoma County Board of Supervisors authorizes and executes the personal services agreement of the Chief Probation Officer in conjunction with the Presiding Judges of Sonoma County Superior Court.
Chief Koch was initially appointed as Chief Probation Officer in April 2016 for a three- year term. In April 2019, a first amendment to his Personal Services Agreement extended his term to April 29, 2022. Chief Koch has agreed to extend the term of his Agreement through April 29, 2023, which the Presiding Judges support and recommend.
The Second Agreement will maintain Chief Koch’s salary at the “I” step of the salary range for his position, which is currently $203,765 annually, and he will be eligible for benefits per the County’s Salary Resolution 95-0926, as amended.
