Authorize Sonoma County Water Agency’s General Manager to execute the First Amended Agreement for As-Needed Corrosion Protection Operations and Maintenance Services with Corrpro Companies, Inc., in a form approved by County Counsel. The amended agreement increases the amount by $150,000 and extends the agreement term by one year for a new not-to-exceed agreement total of $250,000 and end date of December 31, 2027.

Executive Summary:
Sonoma County Water Agency (Sonoma Water) is in the process of strengthening its existing corrosion protection system to provide more effective corrosion prevention, and extend the life of the aqueducts, tanks, and other water and wastewater facilities it operates and manages. Sonoma Water requires continued as-needed specialty corrosion prevention operations and maintenance services for inspection, testing, and maintenance.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water provides potable water, wastewater collection and treatment, and flood management services in parts of Sonoma and Marin counties. Sonoma Water owns, operates, and maintains a potable water delivery system that consists of over 80 miles of cement mortar lined and coated steel piping. This piping network uses a cathodic protection system for corrosion prevention. Sonoma Water also has 18 lined and coated steel potable water storage tanks ranging in size from 2 to 18 million gallons each. These storage tanks use an impressed current cathodic protection system for corrosion prevention.
Sonoma Water requires the services of corrosion engineering experts who specialize in operating and maintaining impressed current and galvanic pipeline cathodic protection systems including monitoring, troubleshooting, and providing maintenance.
Sonoma Water and Corrpro Companies, Inc. (Consultant) entered into an agreement for as-needed corrosion protection operations and maintenance and related services, dated April 13, 2021, in the amount of $100,000. Under the existing agreement, Consultant has analyzed several sections of pipelines and multiple collector wells. Additional corrosion protection services are required to assess and provide recommendations for additional water supply transmission and wastewater facilities. Amending the agreement to add funds and extend the duration of the agreement will allow this as-needed work to continue.
SELECTION PROCESS
Consultant was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected for the subject work because Consultant has a strong team of National Association of Corrosion Engineers Certified Professional Engineers and an extensive background in providing corrosion engineering operations and maintenance and construction support services to water, power, and gas utilities.
SERVICES TO BE PERFORMED
Under the proposed amended agreement, Consultant will continue to provide an annual pipeline survey and report, inspection and testing of cathodic protection systems, coatings, and materials, and as-needed operations and maintenance support. In addition, the added funds and time will allow Consultant to analyze more facilities and continue the work begun under the original agreement.
The additional cost is $150,000 for a new not-to-exceed agreement total of $250,000. The new end date is December 31, 2027.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $150,000 is available from FY 2022/2023 appropriations for the Water Transmission Agency Fund, for the Occidental, Russian River, South Park, and Sonoma Valley County Sanitation Districts’ Operations Funds, and for the Airport/Larkfield/Wikiup, Geyserville, Penngrove, and Sea Ranch Sanitation Zones’ Operations Funds. The actual expenditures will vary per fund, due to the condition of equipment and infrastructure susceptible to corrosion at each facility pending inspections and testing. The revenue source for the Water Transmission Fund is water rates and for the Districts and Zones is rate-payer annual sewer service charges. No additional appropriation is required.
