Executive Summary:

In accordance with the California Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2006-0003 (WDR), Sonoma County Water Agency (Sonoma Water) has developed a Sewer System Management Plan for the Penngrove Sanitation Zone. The Sewer System Management Plan describes how the collection system will be operated, maintained, and evaluated by Sonoma Water. One of the requirements of the Sewer System Management Plan is a system evaluation and capacity assurance plan.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

Sonoma Water owns and operates the Penngrove Sanitation Zone (Zone).  The Zone’s service area comprises 475 acres and serves a population of 1,264 (549 single-family dwelling unit equivalents).  Construction of the collection system began in 1960, and the majority (80%) was constructed between 1960 and 1979.  It includes 13.6 miles of sewers (9.4 miles of gravity sewer mains, 3.1 miles of force mains, and 1.1 miles of service laterals and one pump station. The collected sewage from the Zone is sent to the City of Petaluma's sewer system for conveyance to the Petaluma Wastewater Treatment Plant.

 

In accordance with the California Statewide General WDR for Sanitary Sewer Systems, Sonoma County Water Agency (Sonoma Water) has developed a Sewer System Management Plan for the Zone’s collection system.  The Sewer System Management Plan describes how the collection system will be operated, maintained, and evaluated by Sonoma Water.

 

A requirement of the Sewer System Management Plan is a system evaluation and capacity assurance plan.  Currently, the capacity studies for the Zone need to be updated.  In addition, sewer collection system modeling and capacity assessment are necessary in order to update the system evaluation and capacity assurance plans.  Sonoma Water will evaluate the available and required capacity of the collection system, including identifying alternatives for system improvements.

 

SELECTION PROCESS

On May 17, 2019, Sonoma Water issued a Request for Statements of Qualifications to 36 firms listed on the attached recipient list.  The Request for Statements of Qualifications was also posted on the Sonoma County Water Agency and County of Sonoma Purchasing Department websites.

Woodard & Curran, Inc. (Consultant) was selected from the list of qualified consultants. Consultant was chosen for this work because they have a great deal of wastewater collection system knowledge and sewer modeling experience.  In addition, Consultant is in the process of preparing the City of Petaluma’s Sewer collection system master plan.  Since the Zone discharges into the City of Petaluma’s sewer system, having the same consultant prepare both plans seems the best way to proceed.

 

Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.

 

SERVICES TO BE PERFORMED

Under the proposed agreement, Consultant will conduct an evaluation of the Zone’s collection system.  Services performed under the evaluation include, but are not limited to, confirming the flows in the Zone’s collection system; evaluating the available and required capacity of the collection system trunk sewers, pump station, and force main; and identifying alternatives for improvement.

 

The cost of services will not exceed $100,000; the term end date is December 20, 2024.

 

The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

Conducting this capacity analysis will allow the Zone to better identify areas that can be served with sewer and assist residents who want to connect to the Zone’s collection system.
