Executive Summary:

This item requests delegated authority for the Sonoma County Water Agency’s General Manager to execute the “Agreement to Perform Tariff Schedule Related Work” (PG&E Contract No. 50017889 V3) with PG&E for the electrical service upgrade necessary to complete the Sonoma Booster Station Electrical Upgrade and Pumping Reliability Project (Project).

 

The Project includes an addition to the existing Sonoma Booster Station (SBS) No. 2 building, seismic building upgrades at SBS No. 1, installation of two new 250 HP vertical turbine pumps, modification of the existing switchgear at SBS 2 and replacement of the existing transformer and switchgear at SBS 1; a new 9,000 gallon surge tank, installation of a new 1,270 kilowatt diesel generator, controls, and miscellaneous piping and site work.

 

Discussion:

The Project is located at Sonoma County Water Agency’s (Sonoma Water) Sonoma Booster Station Facility at 5204 Montgomery Drive in Santa Rosa, California. The Sonoma Booster Station pumps water from Sonoma Water’s Ralphine tanks at Spring Lake Park to its customers in eastern Santa Rosa, the Valley of the Moon Water District, and City of Sonoma. The booster pump stations are necessary to deliver water to these customers and maintain pressure in the two supply aqueducts.

 

The Project at SBS will improve redundancy and reliability at current water demand levels for the customers it serves in East Santa Rosa and the Sonoma Valley. The new 1,270 kilowatt generator will be capable of running 3 pumps simultaneously during a power outage, a significant improvement over the existing generator, which can operate only one pump. This capability is essential now that power shutdowns during extreme fire weather are expected on a regular basis. The new 9,000 gallon surge tank will protect the piping system from potentially damaging surges in transmission line pressure.

 

The portion of the electrical upgrade at the SBS 1 pump station requires work that can only be completed by PG&E crews. This includes removal and replacement of the existing transformer, which was installed in the early 1960’s, relocation of the existing electrical service overhead feed with a new underground feed, and connection to the meter in the new switchgear. While Sonoma Water submitted its application for the electrical service to PG&E in 2018, it only recently received the draft agreement and detailed cost estimate. Under the agreement, Sonoma Water will pay $71,267 to PG&E to cover its costs for the work. Costs were estimated under PG&E’s applicable tariff schedules on file with and authorized by the California Public Utilities Commission (CPUC).

 

Prior Board Actions:

9/10/2019 - Board action adopting and approving the plans and specifications for Project; authorizing the Chair to execute the contract with TerraCon Constructors, Inc. for $3,833,721; delegating authority to the General Manager of Sonoma Water to execute the Agreement and Release of Any and All Claims, if required; and delegating to the General Manager of Sonoma Water the authority to approve design changes to the Project as may be necessary or appropriate in connection with change orders within the General Manager’s authority pursuant to Resolution No. 04-0547.

 

04/30/2019 - Board action authorizing Sonoma Water to issue up to $14,500,000 of tax-exempt revenue bonds (2019 Revenue Bonds) to finance several facilities and improvements, one which is the Project.

 

1/19/2019 - Board action approving the Second Amended Agreement for Engineering and Design Services for the Project with HDR Engineering, Inc., to provide engineering design services for the Project, increasing the amount by $400,000 with a new not-to-exceed total of $550,000, expanding the scope of work to include design of the entire Project, and extending the agreement term by three years to an end date of June 30, 2021.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $71,267 is available for FY 2019/2020 appropriations for the Water Transmission Sonoma Aqueduct Capital Fund. No additional appropriation is required. Costs for the project will be supported by water rates from the Valley of the Moon Water District and City of Sonoma.
