B) Adopt a resolution extending the 1.0 FTE time-limited Administrative Aide position to the department allocation table through March 31, 2024 to support continuation of this vital position.
C) Adopt a resolution to make budget adjustments necessary to appropriate grant funding for FY 2021-2022, for $10,000.

Executive Summary:
On February 23, 2022, the District Attorney’s Office was notified its project was selected to receive funding for the California Governor’s Office of Emergency Services (CalOES) Family Justice Center Program. Board approval and authorization is requested to allow the District Attorney to accept the grant award of $322,740 for FY 2021-2022, 2022-2023, and 2023-2024.
The CalOES Family Justice Center Program provides much needed funding to continue to provide services to victims of sexual assault/domestic violence, child/elder abuse, dating violence, and stalking in Sonoma County.
Discussion:
The purpose of the program is to support full operational multiagency, multidisciplinary Family Justice Centers with funding through 2021-2022 State General Funds.
The Family Justice Center Sonoma County (FJCSC) was developed by a broad coalition of community members, victim advocates, law enforcement agencies, and prosecutors to respond to the serious incidences of domestic violence, sexual assault, elder abuse, dating violence, and stalking in Sonoma County, collectively referred to as family and community violence.
Managed by the District Attorney’s Office, the Family Justice Center Sonoma County (FJCSC) is a multi-agency, multi-disciplinary, co-located service center in Santa Rosa. In partnership with the founding agencies, Catholic Charities of the Diocese of Santa Rosa, Council on Aging, Legal Aid, Verity, and the YWCA of Sonoma County, the FJCSC opened in 2011. Built on a foundation of partnerships and collaborations to provide trauma-informed and victim-centered services and support to FJCSC clients.
The funds will provide salaries and benefits for one full-time time-limited Administrative Aide (Client Services Coordinator) for 15 months. Salary and benefits for this position is estimated at $177,734, based on budget projections, and grant funds cover the entire amount. The Client Services Coordinator is currently funded though the Office of Justice Programs’ Office of Victims of Crime, Transforming Family Justice Center Services: Creating New Pathways of Hope and Healing for Polyvictims Program. This grant program expires September 30, 2022. A three-month extension is currently being requested.
Additionally, grant funds will pay for a California Family Justice Center Network Alliance membership, client-management software, and a Navigator/Coordinator. The Navigator position will be with a partner agency to increase the capacity to handle the increase in clients. Navigation services will be put out to bid to conduct a fair, open, and competitive procurement.

Narrative Explanation of Fiscal Impacts:
The Program is two years from April 1, 2022 to March 31, 2024. The funding is split between FY 2021-22 (Q4), FY 2022-23, and FY 2023-24 (Q1, Q2, and Q3). No local match is required. The only expenditure during for Q4 of FY 2021-2022 will be for the Family Justice Center Alliance membership. Remaining funds will expended during the following two fiscal years.
