Executive Summary:
On August 12, 2026 the Marin/Sonoma Mosquito & Vector Control District (District) adopted Resolution No. 2026/27‑01 (Resolution), requesting that the Sonoma County Board of Supervisors (Board) decrease the number of trustees representing unincorporated Sonoma County from two to one. The Resolution was submitted to the County on April 18, 2026. Pursuant to Health & Safety Code section 2025, subdivision (c), the Board must order the decrease within sixty days of receipt of the District’s resolution.
Discussion:
The Marin/Sonoma Mosquito & Vector Control District is an independent special district operating under the Mosquito Abatement and Vector Control District Law, California Health & Safety Code sections 2000 through 2093. Its Board of Trustees consists of members appointed by city councils of each city within Marin and Sonoma counties along with members appointed by the Boards of Supervisors of Marin and Sonoma counties for unincorporated territory representation. District Resolution No. 2026/27‑01, adopted August 12, 2026, requests a reduction in Sonoma County’s unincorporated representation from two trustees to one. The District cites vacancies in these appointment areas and associated difficulty in achieving quorum at regular and special meetings.
Sonoma County received notice of the District’s Resolution on August 18, 2026. Consistent with Health & Safety Code section 2025 (Section 2025), subdivisions (c) and (d), the Sonoma County Board of Supervisors must order the decrease within sixty days of receiving the resolution and must designate the trustee position that is to be eliminated. Because both seats are currently vacant, reduction by one automatically eliminates a vacant position and takes effect immediately upon the Board’s order. Both Marin and Sonoma County received resolutions requesting the reduction of the unincorporated positions from two to one
Staff recommends the Board adopt the Resolution reducing the number of seats on the District Board from two to one based on the mandatory language in Section 2025. However, Section 2025 does allow for the District Board of Trustees to adopt a resolution at any time in the future requesting the board of supervisors to increase the number of members on the board of trustees who represent the unincorporated territory of the county within the district should anything change.
