A)                     Award the construction contract to Adams Commercial General Contracting, Inc., in the amount of $335,718, for the Cloverdale Veterans Memorial Building Generator project (CP40023AL).

B)                     Authorize contingency up to 10% of the project cost, in the amount of $33,572.

C)                     Authorize the Director of Public infrastructure to execute said construction contract and any other related, required documents, in form approved by County Counsel.

D)                     Adopt and approve plans and specifications for the subject project.

Executive Summary:

Sonoma County Public Infrastructure is seeking Board award and approval to execute a construction contract with Adams Commercial General Contracting, Inc., for the installation of a Battery Energy Storage System and Generator to the Cloverdale Veterans Memorial Building. The proposed contract would be $335,718, as well as a 10% contingency of the project cost, for total not to exceed amount of $369,290.

 

Discussion:

The Cloverdale Veterans Building serves as the northernmost evacuation center in Sonoma County and plays a critical role in the County’s emergency response network. At present, the facility lacks any backup power capability; in the event of a power outage, the building is unable to maintain operations, creating a significant risk to continuity of services, emergency response functions, and overall facility resiliency.

 

To address this critical infrastructure deficiency, the Board of Supervisors previously established the Cloverdale Veterans Building Generator Project as a capital improvement. The Department of Public Infrastructure (SPI), Facilities Development and Management Division, initiated this project to provide reliable backup power, enhance emergency preparedness, and ensure the facility remains operational during power disruptions.

 

The project includes a new energy resiliency system consisting of a battery energy storage system (BESS) paired with a natural gas generator. The primary function of the system is load shaving and load sharing to reduce peak electrical demand, while also providing backup power to critical building systems during utility outages. The generator is designed to support recharging of the battery system and maintain limited operations during extended outages.

 

Design and permitting for the project were completed and approved by Permit Sonoma. Following permit approval, SPI prepared bid documents and issued an Invitation to Bid. The project was advertised, a mandatory pre-bid walkthrough was conducted, and bids were received and publicly opened in accordance with County procurement requirements. Six (6) bids were received, which were publicly opened on December 16th, 2025.  All bids were deemed responsive and were as follows:

3.                     CWS Construction Group Inc. - $465,000

4.                     Fort Bragg Electric - $519,839

5.                     Kirby Construction - $568,500

6.                     Goebel Construction - $755,332

Adams Commercial General Contracting, Inc. was determined to be the lowest responsible bidder and County staff is recommending the Board award the contract to Adams Commercial General Contracting, Inc.

Narrative Explanation of Fiscal Impacts:

The FY 2025-26 Capital Improvement Program (CIP) Adopted Budget, Cloverdale Veterans Building Generator Project (22301-40701000), includes $385,734 of appropriations to fund the contract amount of $335,718, plus a 10% contingency of $33,572, for a total authorized amount not to exceed $369,290. Total Project funding is $693,783 including $308,049 of Measure L Funding from FY 2022-23 and a $385,734 GF contribution in FY 2025-26. Total expenditures through 1/29/26 are $105,191.
