Executive Summary:

The Sonoma County Public Infrastructure Department (SPI) is requesting that the Board of Supervisors approve and authorize the Director of SPI to execute a no-cost First Amendment to the Professional Services Agreement (“Agreement”) with T.Y. Lin International, LLC (TY Lin), extending the term of the Agreement from December 31, 2025 to June 30, 2027, for the Todd Road and Standish Avenue Intersection Improvements Project (C19002) to complete environmental review, right-of-way acquisitions, and 100% plans, specifications, and estimate.

 

Discussion:

On May 8, 2018 the Board awarded on-call engineering/design contracts to sixteen qualified firms, including T.Y. Lin International, to enhance the Department’s capacity to efficiently deliver a steadily increasing volume of road improvement projects.  In July 2020, SPI awarded a $245,140 task order to T. Y. Lin International for engineering design and environmental services for the Todd Road and Standish Avenue Intersection Improvement Project. While this contract advanced the design and environmental work, SPI staff pursued external funding through the Metropolitan Transportation Commission’s One Bay Area Grant (OBAG) program. On May 9, 2023, the Board accepted a $2.2 million OBAG grant to support the project.

T.Y. Lin’s original on-call services contract expired on November 8, 2022. Additional engineering and design work was needed to satisfy the National Environmental Policy Act (NEPA) standards to meet the Federal requirements under the OBAG program. Based on those requirements, and following a single source waiver approved by County Purchasing, the Board approved a new contract with T.Y. Lin on September 9, 2023, for an amount not to exceed $210,302.57, including contingency, and a term through December 31, 2025, to complete final design and environmental work required for the Project.

Due to delays with environmental review and right-of-way acquisition, as well as timing of OBAG funding availability, SPI and T.Y. Lin are now in the final stages of both the NEPA and California Environmental Quality Act (CEQA) environmental clearance and right of way acquisitions, with the project plans, specification, and estimates at 95% complete.

SPI is requesting the Board approve and authorize the Director of SPI to execute a no-cost First Amendment to the Agreement with T.Y. Lin International. The amendment will extend the contract term from December 25, 2025 to June 30, 2027, allowing for the completion of NEPA/CEQA environmental clearance, 100% PS&E as well as advertisement, bid, and construction support services during the construction phase of the project which is expected to begin in the Spring of 2026.

SPI is presenting a Mitigated Negative Declaration to your Board for approval through a separate item.

There is no direct fiscal impact as a result of the proposed amendment. Appropriations for the existing contract are included in the FY 2025-26 Roads Capital (11051-34010103) adopted budget.
