Executive Summary:
On March 19, 2019, the Board adopted Ordinance No. 6257 to establish the First 5 Sonoma County Commission as an independent public agency. Section III of the Ordinance specifies the Commission Membership and identifies the group of at-large members that are appointed by the Board of Supervisors in addition to the three permanent members. The First 5 Commission is now recommending to expand representation on the Commission to include tribal representatives. This Board item introduces a proposed amendment to the Ordinance to add representatives of tribal governments to the potential group of at-large members.
Discussion:
On March 19, 2019, the Board adopted Ordinance No. 6257 to establish the First 5 Sonoma County Commission (“Commission”) as an independent public agency. The Commission had previously existed in a different format and structure as part of the County’s Department of Health Services since 1998.
Section III of Ordinance No. 6257 specifies the Commission Membership and identifies the members that are appointed by the Board of Supervisors, as required pursuant to Health & Safety Code § 130140. In addition to three permanent members, which are comprised of one member of the Board of Supervisors and two members from the Sonoma County Health Services and Human Services Departments, Health & Safety Code § 130140(a)(1)(A)(iii) provides for the appointment of members at-large from representative groups including service recipients, educators, local child care agencies, local organizations for prevention or early intervention for families at risk, community-based organizations aimed at nurturing and early childhood development, local school districts, and local medical, pediatric, or obstetric associations or societies. In addition, representatives of cities and towns that have established policy and/or dedicated resources to promoting the healthy development of children 0-5 and their families were added to Section III of Ordinance No. 6257.
The Commission formed an ad hoc committee to work on aligning First 5 Sonoma’s mission, vision and recruitment practices with the First 5 Sonoma County Working Framework to Advance Diversity, Equity, Belonging and Anti-Racism. The Framework was adopted by the Commission on January 23, 2023, <https://first5sonomacounty.org/wp-content/uploads/January-Approved-minutes.pdf> , and identifies several impact areas, timelines and action items to advance First 5 Sonoma’s role as leader in diversity, equity, belonging and anti-racism for early childcare and families in our local communities. Expanding the potential group of at-large-members to include stakeholders from tribal governments and organizations was one of the identified actions items.

In accordance with the Commission’s recommendation, this Board item now seeks to introduce a proposed amendment to the Ordinance to add representatives of tribal governments to the potential group of at-large members.

The proposed Ordinance amendment stems from a recommendation from the First 5 Sonoma County Commission’s ad hoc committee to align its mission, vision and recruitment practices with the First 5 Sonoma County Working Framework to Advance Diversity, Equity, Belonging and Anti-Racism. The Framework was adopted by the Commission on January 23, 2023, and the Commission approved a recommendation to the Board of Supervisors to expand representation on the Commission to include representatives from tribal governments and organization on February 26, 2024.

On March 16, 2010 the Board adopted Ordinance No. 5881: Changed name of Commission to “First 5 Sonoma County Commission” to conform to state Commission’s name change to “First 5 California.”
On October 14, 2008 the Board adopted Ordinance No. 5807: (1) Increase the number of Commissioners from seven to nine, (2) increase a Commissioner’s term of office from two to three years, and (3) establish term limits of a maximum of three consecutive terms.
On June 6, 2000 the Board adopted Ordinance No. 5236: (1) Increase the number of Commissioners from five to seven, and (2) rename the Commission as “Sonoma County Children and Families Commission.”
On December 15, 1998 the Board adopted Ordinance No. 5142: Board established the Children and Families First Commission and trust fund. The Department of Health Services was designated as the administrative agent of the Commission.
