Authorize the Director of Human Resources to execute amendments to the existing agreements with 16 Organizational Development and Training vendors, extending each of the contract terms 12 months, from July 1, 2023, through June 30, 2024, with maximums of $150,000 per agreement, with the Human Resources Director having delegated authority to increase the spending cap by no more than $50,000 on any of the agreements if necessary, during the term.

Executive Summary:

The requested Board action authorizes the Human Resources Director to amend existing agreements with 16 Organizational Development and Training vendors for the period July 1, 2023, through June 30, 2024. The current contracts are due to expire on June 30, 2023. The contracts were selected through a competitive Request for Proposal (RFP) process in 2018. The Board authorized the Human Resources Director to execute the agreements effective July 1, 2018, through June 30, 2021, with an option to renew for two additional one-year terms, through June 30, 2023, at the discretion of the Human Resources Director.

 

These agreements are all fee-for service contracts with no minimum amount of work guaranteed to any firm and service agreements are paid by the requesting department. Each contract has a maximum of $150,000 per 12-month term with the Human Resources Director having delegated authority to increase the spending cap by no more than $50,000 on any of the agreements if necessary, during the term. Amending the existing agreements for an additional one-year term will allow time for staff to conduct an RFP while providing continuity to departments with on-going projects as well as the development of new County-wide training programs in alignment with the County’s Organizational Excellence strategic pillar.

 

Discussion:

Human Resources has agreements with consultants with expertise in organizational development, employee relations, coaching, and employee development related training. By way of referral by Human Resources, County Departments may access these services when needed. Additionally, Workforce Development utilizes these consultants to develop and deliver training to County employees. The agreements provide an efficient and cost-effective way to provide training and address employment matters that central Human Resources is not able to provide given its staffing complement and the size of the County’s workforce.

 

County departments, including central Human Resources have utilized all of the 16 existing consultants for either organizational development or training. These existing consultants have the expertise and knowledge of the County to provide these services in an effective, cost-efficient manner. The existing training vendors have conducted employee development training classes on a variety of subjects.

Amending the existing agreements supports implementation of the County’s 5-year Strategic Plan. As part of meeting the Organizational Excellence, Goal 3, Objective 3, Workforce Development staff is in the process of developing an entry/middle management employee development program and is utilizing the existing training consultants to design and deliver content. Amending the existing agreements with the current vendors will enable the program development to continue without interruption or increased cost.

Narrative Explanation of Fiscal Impacts:

The agreements are all fee for service agreements and will be absorbed by the departmental budgets utilizing the services. Departments using these agreements determine their ability to pay for services based on their existing budgets and are billed directly by vendors.
