Executive Summary:
The Citizens Oversight Committee for “Parks for All” Measure M, conveys their findings and conclusions to the Board of Supervisors and to all the City Councils that the second Annual Report for this ten-year measure is complete, and that it meets the intent of the ordinance.
Discussion:
“Parks for All” Measure M passed in November 2018 authorizing a one-eighth cent special use tax county-wide to support county and city parks. Per Ordinance #6238, the Board of Supervisors established a Citizens Oversight Committee (hereinafter “the Committee”) to monitor the implementation of this measure. Per the ordinance, the Committee shall receive an Annual Report no later than six months after the conclusion of the fiscal year. The Committee received and reviewed the second Annual Report in November 2021. The Committee adopted a resolution finding that the 2020-2021 Annual Report meets the intent of the measure and conveys to the public how funds were spent to support the parks, and what fund balances remain to spend on parks in future years.
The Annual Report is also a tool for communicating to the public the impact of these dollars in providing essential parks services to the community.

Prior Board Actions:
On January 26, 2021, the Board of Supervisors received the 2019-2020 Parks for All Measure M Annual Report.
On February 4, 2020, the Board of Supervisors approved the bylaws of the Citizens Oversight Committee.
On May 14, 2019, the Board of Supervisors appointed the first seven members of this Oversight Committee, one from each district and two serving in an at-large capacity.
On May 14, 2019, the Board of Supervisors voted to create a Citizen Oversight Committee for “Parks for All” Measure M.
On January 8, 2019, the Board of Supervisors passed the Implementation of 2018 Parks Measure M executing all agreements necessary with the State to implement the tax.
On August 7, 2018, the Board of Supervisors adopted the “Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure Transactions and Use Tax Ordinance” and adopted a resolution calling a special election for November 6, 2018.
On July 10, 2018, the Board of Supervisors adopted a resolution introducing a proposed ordinance imposing a 1/8th cent transaction and use tax in Sonoma County for Regional Parks and City Parks and waiving further reading.
On June 13, 2018, the Board of Supervisors received a report on the potential parks ballot measure and directed staff to return in July to place the measure on the ballot.
