Executive Summary:

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

The Fifth District has reviewed the applications and wishes to recommend the following FY 23-24 grant awards:

 

1.)                     Bodega Bay CERT for promotion of Bodega Bay Health Fair; grant award of $750.

2.)                     Career Technical Education Foundation of Sonoma County for marketing and promotion of CTE Foundation; grant award of $500.

3.)                     Center for Volunteer & Nonprofit Leadership for awards and promotion of Heart of Sonoma County event; grant award of $1,000.

4.)                     Ceres Community Project for meal program funding; grant award of $1,000.

5.)                     Council on Aging for Sonoma Wine Country Games production costs; grant award of $1,000.

6.)                     Forestville Chamber of Commerce for promotion of Forestville Certified Farmers Market; grant award of $2,000.

7.)                     Friends of Monte Rio for support of Monte Rio’s 4th Annual RioFest; grant award of $2,000.

8.)                     Golden State Land Conservancy to arrange and conduct guided field trips for students from special education schools; grant award of $1,000.

9.)                     Graton Community Club to fund the Fall Flower Show; grant award of $1,000.

10.)                     Harmony Union School District to fund program for middle school students to explore Career and Workforce Readiness; grant award of $1,000.

11.)                     Bilingual Broadcasting Foundation Inc. (dba KBBF 89.1 FM Radio) to fund and promote anniversary celebrations; grant award of $1,000.

12.)                     Magnolia Global Academy for Leaders (dba Magnolia Project) to fund student participation in Magnolia Project’s Career Explorations and Apprenticeship Programs; grant award of $1,000.

13.)                     Monte Rio Recreation & Park District to fund beach cleanup and trash removal; grant award of $2,000.

14.)                     North Bay Science Discovery Day (fiscal agent: Buck Institute for Research on Aging) to fund and promote North Bay Science Discovery Day 2024; grant award of $500.

15.)                     Rural California Broadcasting Corporation (dba Northern California Public Media) to fund various awards and programming; grant award of $1,000.

16.)                     Occidental Community Choir to promote concert series; grant award of $500.

17.)                     Occidental Community Council to promote Spring Crafts Faire; grant award of $1,000.

18.)                     Occidental Community Farmers Market (Sonoma County Farmers’ Market Association) to promote the Farmers Market; grant award of $2,000.

19.)                     Petaluma Blacks for Community Development to fund Black History program and exhibit; grant award of $500.

20.)                     River Arts and Media to fund River Arts 2024 Program Year; grant award of $2,000.

21.)                     Russian River Alliance to fund and promote the Holiday Parade of Lights; grant award of $2,000.

22.)                     Russian River Rotary to promote the 2nd Annual Fix-It-Fair; grant award of $955.

23.)                     Sebastopol Chamber of Commerce to market and promote the 78th Annual Apple Blossom Festival & Parade; grant award of $1,000.

24.)                     Sonoma County Pride to market and promote the annual LGBTQ+ Pride Parade and Festival; grant award of $500.

25.)                     Vital Immigrant Defense Advocacy and Services (VIDAS) to fund a trauma-informed wellness and resiliency training program; grant award of $500.

26.)                     West County Community Services to market and promote the Walk with Us Fundraiser and Community Event; grant award of $5,000.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.

 

Discussion:

Transient Occupancy Tax Funding

The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and 67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.

 

Community Investment Fund Program and Policy

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy).

 

Local Events, Organizations, and District Priorities Category

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award.
