Executive Summary:

This item authorizes the Director of the Department of Transportation and Public Works to execute grant agreements to accept funds from the United States Department of Transportation on behalf of the County of Sonoma.  Due to the critical nature of obtaining grant funds and the limited time for grant execution, this delegation will allow County staff to enter into such agreements within the federal timelines. 

 

Discussion:

Title XII of Division B of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) provides approximately $10 billion to support U.S. airports experiencing severe economic disruption caused by the COVID-19 public health emergency. This funding is being distributed to airports to prevent, prepare for, and respond to the impacts of the COVID-19 public health emergency.

 

The County of Sonoma, as the sponsor for the Charles M. Schulz - Sonoma County Airport (Airport) has been awarded a grant in an amount not to exceed $19,661,086 from the Federal Aviation Administration (FAA), which funds may be used for a broad range of Airport purposes to relieve economic hardship related to the current Coronavirus emergency.  The grant is being offered upon certain conditions, including compliance with federal grant terms and maintenance of Airport staffing levels during this critical time. 

 

U.S. Department of Transportation funding, both via the CARES Act and other federal grant programs, requires expeditious review and execution of grant offers, which are generally submitted to the County via an electronic portal system. 

 

This item will allow the Director of the County of Sonoma Department of Transportation and Public Works (Director) to execute grant documents on behalf of the County of Sonoma to accept such grant funds, including but not limited to the above-referenced FAA CARES Act grant of $19,661,086, and any Federal Highway Administration (FHWA) relief grants.

 

Staff recommends the Board approve this item, delegating the signature authority for Department of Transportation grants to the County to the Director.

Narrative Explanation of Fiscal Impacts:

The current grant will assist the Airport in maintaining staffing, operations, and minor ongoing maintenance projects up to $19,661,086.  The submitted expenses must have been incurred on or after January 20, 2020.  While it is being awarded in FY 19-20, funds may be expended within four years but sponsors have been encouraged to expend the funds as quickly as possible.  There is no matching requirement.  Additional, similar grants may become available related to transportation and airport operations in the future.
