This item requests authority for Sonoma Water’s General Manager to amend an agreement with Woodard & Curran, Inc., to continue work on sanitary sewer hydraulic modeling and related services, including updating sewer collection system models of Sonoma Valley County Sanitation District, Russian River County Sanitation District, and Airport/Larkfield/Wikiup Sanitation Zone; and updating Sewer System Management Plans for each District and Zone. The amended agreement increases the amount by $300,000, expands the scope of work to gather and review flow monitoring data collected during the 2022/2023 wet weather seasons, provide modeling support for estimating volume of sanitary sewer overflows, and run additional modeling scenarios to inform decisions regarding collection systems operations and capital improvement projects, and extends the agreement term by two years for a new not-to-exceed agreement total of $675,000 and end date of December 31, 2025.

HISTORY OF ITEM/BACKGROUND
Sonoma County Water Agency (Sonoma Water) operates and manages Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (Districts) under contract with Districts.
In addition, Sonoma County Water Agency owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone, Geyserville Sanitation Zone, Penngrove Sanitation Zone, and Sea Ranch Sanitation Zone (Zones).
In accordance with the California Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2022-0103, Sonoma Water has developed a Sewer System Management Plan for collection systems in each District and Zone. The Sewer System Management Plan describes how each collection system will be operated, maintained, and evaluated.
One of the requirements of the Sewer System Management Plan is a system evaluation and capacity assurance plan. Currently, the capacity studies for some of the systems are out of date, including Sonoma Valley County Sanitation District and Russian River County Sanitation District. This compromises the quality of the Sewer System Management Plan and increases the amount of staff time needed to review proposed projects that include connection to the collection system. In addition, sewer collection system modeling and capacity assessment are necessary to update the system evaluation and capacity assurance plans.
Currently, sewer collection system modeling and capacity assessments are completed for Airport/Larkfield/Wikiup Sanitation Zone; however, additional modeling scenarios are expected as the master planning process begins for the Airport/Larkfield/Wikiup Sanitation Zone treatment plant. Assessments are ongoing for Sonoma Valley County Sanitation District and Russian River County Sanitation District.
Sonoma Water and Woodard & Curran, Inc., entered into an agreement for sanitary sewer hydraulic modeling, dated January 7, 2020, in the amount of $375,000.
A first amended agreement extended the agreement by one year to December 10, 2023.
SELECTION PROCESS
On April 30, 2019, Sonoma Water and its affiliated sanitation districts issued a Request for Statements of Qualifications to the following five firms:
1. Woodard & Curran, Inc., Walnut Creek, CA
2. Adobe Associates, Inc., Santa Rosa, CA
3. Kennedy/Jenks Consultants, Santa Rosa, CA
4. Coastland Civil Engineering, Inc., Santa Rosa, CA
5. West Yost and Associates, Davis, CA
The Request for Statements of Qualifications was also posted on the Sonoma Water and County of Sonoma Purchasing Department websites.
The three firms listed below submitted Statements of Qualifications.
1. BC Engineering Group, Santa Rosa, CA
2. Natural Systems Utilities, Napa, CA
3. Woodard & Curran, Inc., Walnut Creek, CA
The following criteria were used to evaluate each firm:
1. Thoroughness of Statements of Qualifications
2. Professional qualifications and demonstrated ability to perform the work
3. Exceptions to standard terms in the sample agreement
4. Local Service Provider Preference
Woodard & Curran, Inc. (Consultant), was selected to perform the work because Consultant has a great deal of wastewater collection system knowledge and sewer modeling experience.
SERVICES TO BE PERFORMED
Under the amended agreement, Consultant will continue to provide sanitary sewer hydraulic modeling services as specified in the original agreement, and will complete additional work as follows:
1) Review of flow monitoring data collected during the 2022/23 wet weather season.
2) Modeling support for estimating volume of overflows for sanitary sewer overflows in Russian River County Sanitation District during the 2017 and 2019 flood event periods.
3) Updating Sewer System Management Plans for each District and Zone.
The additional cost for the second amended agreement is $300,000, for a new not-to-exceed agreement total of $675,000. The new end date is December 31, 2025.
